Language diversity in the United States has always been part of its history, yet policy and funding have not always promoted bilingualism or multiculturalism. Throughout the history of bilingual education, administrators, politicians, and policymakers have changed their preferences and practices in response to trends and ideological shifts (Crawford, 2004). The rush to English and English medium education (EMI) is fashionably a global tendency, and research in the domain has extensively explored the effects of such rush on social justice, quality education, economic and power dynamics across contexts. Given the multifaceted challenges related to the provision of English and accessibility to EMI, the relationship between UNESCO’s Education For All vision and access to English tends to be complicated. In the wealth of literature discussing Tucson Unified School District’s (TUSD) Mexican American Studies program (MAS), the focus has remained primarily on the political events surrounding the elimination of the highly successful MAS program. The federal desegregation case still pending in Tucson is rarely mentioned and never discussed in depth. In this article, we aim to address this gap in the literature by presenting two stories. First, we look at the story of the TUSD desegregation case originally filed in 1974 and its progress toward unitary status. Next, we look at the story of political scheming and maneuvering in Tucson …
