This dissertation is organized into five distinct chapters addressing multiple aspects of learning and engagement as it relates to English Language Learners (ELLs) in the classroom. First, the problem of practice is identified and explored. We, as educators, must look closely at instructional and systemic issues, actionable elements, broader strategies of improvement, and leverage, which refers to the ability of a program to motivate students and to generate a sense of practical value in academics. In this brief, we summarize recent research from OEP examining if using school- or district-level norms from state assessments would increase the racial and programmatic diversity of Arkansas students identified as Gifted and Talented (G/T). Using ten years of administrative data to analyze the outcomes of a local norms approach compared to the current G/T identification strategies, we find no consistent evidence that using a local norms approach for G/T identification would improve racial or programmatic diversity.

This dissertation consists of three chapters exploring my overarching research question: How does sense of place shape a teacher’s orientation to their profession? My first chapter empirically answers the question: Is there a relationship between place attachment and measured aspects of teacher quality? In an attempt to qualify the strength of bond between a teacher and his or her community, I adapted a place attachment instrument developed by Raymond, Brown, and Weber (2010). Each teacher is given a place attachment score informed by their responses on the 21-item survey. Next, I correlated these scores to other aspects of teacher quality …

Immigrants, English learners (ELs), and culturally and linguistically diverse (CLD)students often lag behind their White, monolingual peers in academic achievement and English language proficiency. While there are policy solutions to improve academic and linguistic opportunities and outcomes for immigrant/EL/CLD students, such as implementing bilingual instructional models and increasing teacher diversity, these pro-immigrant policies can be hard to come by in some legislative contexts due to unfavorable economic, social, or political determinants. The purpose of this phenomenological qualitative study was to capture and gain an understanding of Latinx immigrants’ lived experiences during their transitions from their native countries to rural Arkansas. Using purposeful criterion-based sampling, the population of interest was five Latinx immigrant students and families who migrated from their native countries to the state of Arkansas. The analytic strategy included a single-case model of each family’s transcription, two-case model, cluster analysis to identify likeness, document portrait, and subtheme development. The underrepresentation of culturally, linguistically, and economically diverse students is a problem historically researched in gifted and talented programs. This problem largely comes from the way districts identify for giftedness as well as the programming for gifted students. Students with limited English proficiency face a number of educational challenges, and there are dramatic achievement gaps between these students and their English proficient peers. This brief describes the 3rd, 4th, and 5th grade outcomes of English Language Learner (ELL) students who attend Arkansas Better Chance (ABC) pre-Kindergarten, a state-funded program that is free to income-eligible families. Results indicate that ABC has the potential to improve academic outcomes for ELL students in Arkansas.

The purpose of this study was to assess and develop intercultural competence among birth through kindergarten teachers. Intercultural competence is an integral part of creating a welcoming environment for all students in a classroom. It is not only the acknowledgement of individual differences, but the acceptance and celebration of what makes each person an individual and member of a cultural group. This project assessed the intercultural competence of 24 birth through kindergarten teachers and staff at a child development center in the mid-south. These schools, which serve unique missions, are some of the most highly ranked schools in the State of Arkansas. While critics argue that public charter schools segregate based on race or academic ability, national evidence finds that these claims are highly context specific. This report examines trends in high school graduation rates for the state of Arkansas. Graduation rates are evaluated at the school level for students overall and for students who face economic disadvantages. Earlier research by the Office for Education Policy (2014) found that larger high schools and schools serving more economically-disadvantaged students have lower graduation rates. We update the report by examining graduation rate trends across the five-year period of 2013-14 through 2017-18. Researchers have found that microaggressions can cause psychological distress, frustration, avoidance, confusion, resentment, hopelessness, and fear. Previous studies from Southern universities have addressed the adjustment experiences of Black women in graduate programs, obstacles faced by Black women in higher education and strategies to overcome those obstacles, and factors associated with Black student motivation and achievement. Discrimination and racism are factors identified in those studies, however, there is little research on the experiences of Black women in graduate programs and the impact of racial microaggressions on them.

Recent research suggests that young children are capable of distinguishing between phonetically dissimilar spoken accents, yet have difficulty distinguishing between phonetically similar accents (Wagner, Clopper, & Pate, 2013). The present study aimed to determine whether the presence of dialect-specific vocabulary enhances young children’s ability to categorize speakers. Participants completed four training trials in which they were familiarized with photos of two children: one of whom used American English labels for test objects and one of whom used British English labels. The goal of this study was to contribute to the literature on international adoption by conducting a case study with one adoptive family. Data was collected using a semi-structured, in-depth interview that was audio recorded and transcribed word-for-word. The interview questions asked about family configuration, language background and use, adoptive family decisions about cultural inclusiveness, and the transition from home to school. The analysis was member-checked following coding for the themes that emerged. Two explanations have been proposed for these language-based preferences. Significant achievement gaps remain between non-Hispanic white students and Latinos within secondary education.
