Increasingly more colleges and universities in non-English speaking countries are requiring instructors to teach in English. Although existing research addresses various issues related to using English as a medium of instruction in higher education, few studies have specifically addressed how to provide language scaffolding to college instructors who are asked to teach their subjects in English for the first time. The study builds on Freeman et al.’s (2015) discourse functions for English-for-teaching and presents a refined functional framework to suit college-level classes. This thesis takes a look at how English language policy (ELP) in Taiwan has changed over time and how it has affected the education system. This thesis also investigates the different attitudes directed toward ELP, some areas of concern, and problems that have occurred as a result of Taiwan’s approach toward ELP. Understanding why Taiwan supports the English language as much as it does while also considering its approach to implementing policy will provide insight on how Taiwan believes that ELP is a necessary part of globalization.

El problema identificado fue la baja comprensión lectora en inglés como lengua extranjera.
