The graduation rate of English Language Learners (ELL) is lagging behind the general school population graduation rate. The purpose of this study is to address the needs of ELL students for improving the graduation rate of ELL students. The context of this inquiry is a high school with a large ELL population located in one of the state’s largest school districts. Given federal and state mandates, school administrators in the United States are often held responsible for enacting standardized testing policies in their school settings. Standardized testing requirements apply for all students attending school including ELL (English Language Learner) students. However, a review of the literature finds that standardized testing for ELL students is problematic when schools interpret testing scores as some indication of content knowledge mastery. Educational leadership in public schools have struggled to service second language learners across the United States. Although support systems in urban education settings have seemed to be fully staffed, the surge of new immigrants, has posed challenges to classroom teachers. Unspoken attitudes of bias and perception of faculty members have been menacing and could have impeded equitable practice and performance of both the English language learner and the teacher. The present study examined the efficacy of a reading instruction, Peer Assisted Learning Strategies (PALS), for Hispanic English Language Learners (ELL). Currently, the literature indicates that there is a surge in ELL students, most commonly Spanish-speaking ELL students, in the United States. This increase in ELL population created a need for academic support as many of these students are historically academically behind their non-ELL peers due to the negative impact of lack of exposure to the English language and cultural differences.
