This dissertation consists of a program evaluation, a change leadership plan, and a policy advocacy proposal.

The program evaluation studies the impact of initiatives implemented at an elementary school near a large city in Illinois using a case study methodology. The school was required to restructure during the 2013-2014 school year as a result of the performance mandates outlined in the No Child Left Behind Act of 2001. To compare the post-restructuring status of the school with the pre-restructuring status, student growth data for multiple grade levels and for each federal subgroup was collected. The purpose of this dissertation is to explore how teaching an English literature curriculum centered on the stories, experiences, cultures, histories, and politics of LGBTQI (lesbian, gay, bisexual, transgender, queer, intersex) people constitutes a meaningful site for teaching and learning in a high school classroom. This qualitative case study analyzes how a middle school teacher used the tools of systemic functional linguistics (SFL) and genre based pedagogy (GBP) to support linguistically and culturally diverse students in analyzing informational texts critically in the context of curricular and school reforms in the United States. Using a combination of ethnographic case study methods (Dyson, 1993; Davies, 1999; Merriam, 2005; Dyson & Genishi, 2005) and critical discourse analysis (Eggins, 1999; Fairclough, 1995) the teacher collected an extensive corpus of diverse data over a school year. There are success stories and obstacles faced by immigrants as they embark upon a journey from another country. The goals for public schools are to educate all students so that they may attend colleges and/or develop relevant job and citizenship skills. African American students enrolled in American public schools struggle to keep up academically, revealing a so called “achievement gap.” Consequently, many African American children are unable to realize their potential and participate as successful contributing citizens. The goal of this project was to apply systems theory, or more generally, systems thinking as a lens on the perceptions of teachers, students, and administrators who work together at an intensive English program (IEP). This goal necessitated a two-part project: a review of pertinent literature on systems theory and a limited qualitative study situated at the IEP. In this multi-phase case study, the teacher researcher aimed to determine how teachers can be assisted in implementing some principles of the Common European Framework of Reference for Languages/CEFR (Council of Europe, 2001) into their pedagogical practices for primary-aged children enrolled in early French Immersion programs. Through a series of interviews conducted over three phases and a five-month period, the researcher led the teacher participant through professional development (PD) to shed light on the PD needed for French Immersion and other FSL teachers to adopt key principles of CEFR-inspired pedagogy into their practice. Research has demonstrated that high quality early childhood education (ECE) programs result in short and long-term benefits that are critical for children to reach their full potential and narrow the achievement gap. Parental involvement has been accepted as integral to quality ECE programs, and parental perception drives parental involvement. Perceptions and contributions of parents and caregivers including those who do not speak English have not been adequately addressed in the research. The paradigm shift in education with the implementation of the Common Core State Standards has created the opportunity for foreign language educators to evaluate appropriate and beneficial assessments for their students. This study investigated how first-year students in a Midwestern high school perceived three different alternative assessments in the foreign language classroom: Dynamic Assessment, Task-based Assessment, and Formative Assessment using self- and peer-evaluation. The researcher correlated the perceptions to the students’ assessment scores. Additionally, the researcher compared final exam scores of the control group to those of the experimental group. The purpose of this study was to investigate the perceptions of administrators, guidance counselors, and classroom teachers in the high schools of Northeast Tennessee regarding their schools’ academics, climate, culture, parent engagement, and their English Language Learners’ school experiences. The researcher sought to ascertain if significant differences exist between the perceptions of different groups of educational professionals in the school, with those groups to include school administrators, guidance counselors, and classroom teachers. The purpose of this sequential transformative study was to elucidate the negative experiences of teachers with performance evaluations and to juxtapose the intended use of current popular teacher evaluation reform movements to the evident implementation. The ELL population in the United States continues to increase. Research suggests that the English language proficiency growth rates for numerous ELL students are strongly correlated with their English language proficiency levels (Cook & Zhao, 2011; Conger, 2008). The results of Conger’s 2008 study suggested that just over fifty percent of students gained English language proficiency after three years. According to the same study, the students that did not typically gain English language proficiency were students who entered public schools older and with a lower English language proficiency level. How teachers perceived and experienced the implementation of a multilingual approach in their classrooms during the first year of implementation in Switzerland is poorly understood by policy makers and teachers. Findings from three pilot studies conducted before the implementation indicated that teachers had transferred only few aspects of the new multilingual approach into practice. The effectiveness of learning community participation on the retention of at-risk, African American students at a public, urban, primarily commuter, research institution was the focus of this research. The objective of this dissertation was to quantitatively study Iraqi students (N=90) who arrived in the U.S.A. in the last 20 years. A non-experimental, descriptive research design was used for this study, which took place in one of three high schools in a large Midwestern suburban school district, during the 2013-2014 academic year. Three factors, including the students' perception of the value of education, the parental support, and the peer support, were examined using the Facilitating Conditions Questionnaire.
