The program evaluation studies the impact of initiatives implemented at an elementary school near a large city in Illinois using a case study methodology. The school was required to restructure during the 2013-2014 school year as a result of the performance mandates outlined in the No Child Left Behind Act of 2001. This study investigated how first-year students in a Midwestern high school perceived three different alternative assessments in the foreign language classroom: Dynamic Assessment, Task-based Assessment, and Formative Assessment using self- and peer-evaluation. Research suggests that the English language proficiency growth rates for numerous ELL students are strongly correlated with their English language proficiency levels (Cook & Zhao, 2011; Conger, 2008). The objective of this dissertation was to quantitatively study Iraqi students (N=90) who arrived in the U.S.A. in the last 20 years. A non-experimental, descriptive research design was used for this study, which took place in one of three high schools in a large Midwestern suburban school district, during the 2013-2014 academic year. Three factors, including the students' perception of the value of education, the parental support, and the peer support, were examined using the Facilitating Conditions Questionnaire.
