African-American students experience human capital opportunity and achievement gaps. Researchers have called for culturally relevant strategies to help close the gaps. The historic Black Church, a part of many African-American students’ culture and community, is a historic and current source of social capital for positive human capital development outcomes. Critical consciousness develops positive human capital outcomes, such as academic achievement, in African-American and other minority students. Immigrants and English Language Learners (ELL) continue to receive attention in the research literature due in part to the continued immigration of families to the U.S. and the continued increasing number of students enrolled in U.S. schools under the ELL designation. The robust influx of immigrant’s school enrollment is reflected in schools across the country as classrooms are transformed from predominantly mono-cultural and mono-lingual environments to multi-cultural and multi-lingual ones. The aim of this study is two-fold. First, to better understand and capture the lived experiences of Latinx parents as they navigate the registration/enrollment process at the school and select a language program for their Pre-kindergarten child. Second, to understand what lived experiences influence their perception about bilingual education programs. Using Van Manen’s (2016) concept of human sciences and phenomenology, data was collected through the use of conversational interviews. Graduate students from historically underrepresented minority (URM) groups (those who identify as Black/African-American, Hispanic/Latino/a/x, Native American, Native Hawaiians/Pacific Islanders and/or Alaska Natives) encounter systemic and institutional hindrances to degree completion when enrolled in STEM doctoral programs at predominantly white institutions (Guiffrida & Douthit, 2010). Purpose: The purpose of this sequential explanatory mixed methods study was to identify and describe the leadership strategies that Latina superintendents in California use to create an organizational culture of inclusiveness using Kennedy’s (2008) 5 leadership qualities of cultural differences.

Methodology: This sequential explanatory mixed methods study analyzed quantitative surveys and qualitative interviews to identify and describe strategies found when analyzing the data. This study summarized the findings that emerged to identify and describe strategies that create an organizational culture of inclusiveness.

This study reviews factors that prior studies have identified or failed to consider as barriers to post-secondary success. The three main areas include academic success for Latinx students after high school, organizational systems and their impact on African-American students’ postsecondary readiness, and what workers think of their high school education with regards to career preparedness.

Five factors are identified as major barriers for Latinx students to continue in a higher education system. A survey of former students from Saint Louis, Missouri, and Dallas, Texas, metroplex area identified 56 Latinx students that participated in an initial survey. This led to a …
