Although more difficult to articulate than implement, educating the multi-ethnic populace about municipal by-laws is among the most difficult tasks for any Canadian administrative institution, whether provincial, federal, municipal, or even grassroots. When considering such circumstances, the present state of the Corporation of the City of Windsor, or the City of Windsor as a whole, offers both a challenge and an opportunity. Urban farming can enhance the lives of communities and help reduce food scarcity. This paper presents a conceptual prototype of an efficient urban farming community that can be scaled for a single apartment building or an entire community across all global geoeconomics regions, including densely populated cities and rural, developing towns and communities. When deployed in coordination with smart crop choices, local farm support, and efficient transportation then the result isn’t just sustainability, but also increasing fresh produce accessibility, optimizing nutritional value, eliminating the use of ‘forever chemicals’, reducing transportation costs, and fostering global environmental benefits.

The dynamics of nongovernmental organizations (NGO) working in Guatemala can be understood as processual, evolving with and being shaped by social and cultural events in Guatemala and around the world. Central to understanding these dynamics is NGOs’ historical relationship to the State, which has ranged from collaborative to homicidal. Anti-immigrant sentiment and "English-only" ideologies have a significant impact on educational policies, practices, and processes. This includes parental engagement, the quality of education and life opportunities offered to immigrant children, and families’ well-being. The purpose of this study was to examine how Latinx and Caribbean mothers in Florida with various immigration statuses (i.e., undocumented, asylum seekers, refugees, international students, and mixed-status) and often with limited financial resources attempt to steward their children through the U.S. educational system. The concept of trauma is controversial in literature. While one may be able to come up with ways to describe trauma in fiction, representing historical trauma is a hard task for writers. Some argue that trauma can not be described through those who did not experience it, while others claim that, provided some elements are added, one can represent trauma to the reader. Undocumented students face myriad obstacles while attending higher education institutions that would deter them from completing their academic journeys. Furthermore, they are placed with a dual narrative that labels them as either dangerous or exceptional. This study explored the lived experiences of undocumented students in college in the San Diego-Tijuana border region to consider what factors have led to resilience and resistance in their academic journey. By understanding these factors, the research aimed to tackle the dual narrative that burdens undocumented students from the illegality as a master status they possess.

The Senior Executive Service (SES) is the highest tier of executive management and leadership in the federal government. The Latino/a population has significantly increased in the past three decades with no corresponding increase in the federal workforce and the number of Latinos/as serving in the SES remains low. As Latinos/as in the SES are largely underrepresented, their ability to influence federal policies is significantly undermined. With a shared history under the Soviet Union, the five Central Asian republics of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan have spent the past one hundred years dealing with quickly changing language policy and ethnic relations. Under the policy of the USSR, native languages of Central Asia were repressed, and Russian was introduced as the main language of interethnic communication. After they gained independence in 1991, however, each of the five countries embarked on missions to restore the strength of each of their national languages and de-Russify their political, economic, and educational systems. Racial discrimination in school discipline for students of color is steeped within the history of educational institutions throughout the United States. Despite the federal law Title VI, which prohibits discrimination in schools based on race, color, or national origin, discriminatory school discipline outcomes persist and perpetuate educational inequities and continued marginalization of students of color. The issue of disparate school discipline is attributed to implicit and explicit adult biases, cultural dissonance between teachers and students, and systemic issues in school discipline policies, such as subjective and vague definitions for minor discipline infractions and wide-sweeping zero-tolerance policies. This paper surveys the language issues experienced by migrants during the COVID-19 pandemic and subsequently proposes a (linguistic) integration program for migrants, which is responsive and sensitive to their needs particularly during crises and emergencies. Migrants’ access to disease prevention and health care has been limited, and one of the reasons for this is the language barrier. This research addresses how student participation in Science, Technology, Engineering, and Mathematics (STEM) project-based learning (PBL) education activities encourages underrepresented minority student achievement in STEM career field trajectories. Seven New Mexico high school counselors and 12 STEM organization personnel were interviewed during this study. Their responses represent the nuanced professional voices where New Mexico public education intersects with STEM student interest and cultural influence.
For students, STEM PBL can foster deep integration across educational disciplines and enhance STEM career trajectory interest and readiness. STEM education converged with PBL methodologies has the ability to leverage community support while broadening student networks. …

In this brief, we summarize recent research from OEP examining if using school- or district-level norms from state assessments would increase the racial and programmatic diversity of Arkansas students identified as Gifted and Talented (G/T). Using ten years of administrative data to analyze the outcomes of a local norms approach compared to the current G/T identification strategies, we find no consistent evidence that using a local norms approach for G/T identification would improve racial or programmatic diversity.

This study’s purpose was to investigate school-level behavioral outcomes in relation to the proportion of Black teachers and students in U.S. schools. Negative school outcome and academic achievement gaps are well-documented. However, many of these studies utilized small, localized populations; my research used national data and focused on the problem behaviors in school. Drawing from Critical Race Theory, I hypothesized that a greater proportion of Black teachers would reduce school student problems and negative behaviors (e.g., student verbal abuse of teachers, widespread disorder in classrooms). This dissertation consists of three chapters exploring my overarching research question: How does sense of place shape a teacher’s orientation to their profession? My first chapter empirically answers the question: Is there a relationship between place attachment and measured aspects of teacher quality? In an attempt to qualify the strength of bond between a teacher and his or her community, I adapted a place attachment instrument developed by Raymond, Brown, and Weber (2010). Each teacher is given a place attachment score informed by their responses on the 21-item survey. Next, I correlated these scores to other aspects of teacher quality …

Immigrants, English learners (ELs), and culturally and linguistically diverse (CLD)students often lag behind their White, monolingual peers in academic achievement and English language proficiency. While there are policy solutions to improve academic and linguistic opportunities and outcomes for immigrant/EL/CLD students, such as implementing bilingual instructional models and increasing teacher diversity, these pro-immigrant policies can be hard to come by in some legislative contexts due to unfavorable economic, social, or political determinants. Special Kids Connect (SKC) is a nonprofit organization serving children with disabilities and their families in Monterey County. This capstone project concentrated on the professionals working with children as part of SKC’s Early Start Intervention Program. The project’s objective was to discover local agencies' professional development training needs that serve Latinx families with disabled children between 2 to 8 years. Seventy-five child-care providers, early intervention service professionals, regional center staff, and school district personnel responded to the survey. The Prince George’s County Memorial Library System (PGCMLS) has a long-standing partnership with the county’s human rights education and enforcement agency, the Office of Human Rights (PGCOHR), formerly the Prince George’s County Human Relations Commission (PGCHRC). The two agencies serve over 967,000 Prince Georgians, a majority-Black (64.4%) and Latin or Hispanic (19.5%) population with a sizable immigrant community (22.7%). The civil rights issues of 2020 hit close to home in Prince George’s County and the agencies have sustained a multi-year effort to provide residents with opportunities to learn how to engage with social justice topics for personal and collective advancement. …

Situated at a Hispanic-Serving Institution (HSI), this postcritical ethnographic and photovoice study sought to explore how Latinx students define and practice civic engagement. Theoretically framed by Latino Cultural Citizenship (LCC), the study explored how current Latinx student civic engagement practices inform a Hispanic-Serving Institutions’ civic engagement efforts. Data collection took place over the 2021-2022 academic year and an exhibition of the study’s findings was made publicly available at the culmination of the study. Findings from the study indicate that Latinx postsecondary students define civic engagement as knowledge and resource sharing (KRS) and achieving success. To achieve Higher Education Act Title V funding goals, policymakers must reconsider approaches, respond to Hispanic-Serving Institution (HSI) diversity, and prioritize servingness. This study investigated HSI heterogeneity across traditional performance metrics and student-engagement indicators using data sources previously only examined independently. A multi-step TwoStep cluster analysis revealed six clusters of HSIs. The two most important predictors of cluster membership were years with an HSI designation (transitioning and established) and institution type (associate, bachelor, and special focus). This study used statistical analysis of enrollment records for ESL programs at community colleges throughout California from 2015-2019 to determine whether adult immigrants’ participation in public ESL programs was reduced under President Donald Trump. Immigrant families’ lesser use of public education services and means-tested federal benefits has been widely documented in the wake of Trump’s expansion of the public charge rule, which counted immigrants’ use of a wider array of public benefits against their case for residency in the United States than had any previous iteration of the rule. Diversity, Equity, and Inclusion: Resources
In March 2021, a survey regarding diversity and school climate was administered by the Office of Diversity, Equity, and inclusion. This survey was adapted from the National Climate Survey developed by the Gay, Lesbian and Straight Education Network (GLSEN). There were a total of 551 survey responses, 48 of which were removed due to incomplete survey responses. Of the remaining 503 authentic responses, there were 182 Sophomores, 156 Juniors, 147 Seniors, and 18 that did not indicate their grade level. Below is a summary of the major results from the survey.

Throughout the Pacific Northwest there are a total of 12 Hispanic Serving Institutions (HSIs) with an average Latin@/x undergraduate full-time enrollment rate of 33.7 percent. In order to be designated as HSIs, institutions of higher education must have an enrollment rate of 25 percent or more students who identify as Latin@/x. HSIs became recognized in the late 1980s when a small number of higher education institutions enrolled a large number of Latin@/x students, yet did not have the resources to successfully educate the students (Excelencia, 2019). This study reviews factors that prior studies have identified or failed to consider as barriers to post-secondary success. The three main areas include academic success for Latinx students after high school, organizational systems and their impact on African-American students’ postsecondary readiness, and what workers think of their high school education with regards to career preparedness.
Five factors are identified as major barriers for Latinx students to continue in a higher education system. A survey of former students from Saint Louis, Missouri, and Dallas, Texas, metroplex area identified 56 Latinx students that participated in an initial survey. This led to a …
