Purpose: The purpose of this phenomenological study was to identify, describe, and recommend the specific cross-linguistic connection instructional strategies that teachers in TWBI 90/10 programs have found to be most effective for fostering language and literacy development.

Methodology: This qualitative phenomenological study explored how teachers of TWBI 90/10 programs perceived the use of specific cross-linguistic connection instructional strategies to better serve emergent bilingual learners (EBLs) and what implications cross-linguistic connections had on dual language instruction. This senior capstone research project examines the many different bilingual elementary programs in the tri-county area where there is a large Latino and Hispanic population. Although the Latino and Hispanic population is one of the fastest growing populations, there are not many bilingual programs to serve them in the tri-county area. This senior capstone investigates the successful bilingual education programs in Santa Cruz, Monterey and Salinas through the use of literature review and surveys. The results reveal the multiple factors that make bilingual education programs successful.

Through a methodology of oral history interviews with primary subjects and archival research, this dissertation explores the creation and evolution of P.S. 25, The Bilingual School, the first Spanish-English bilingual elementary school in New York City, as well as the entire Northeast. The Bilingual School, founded in 1968, was a product of the civil rights movement in the United States and one key manifestation of that movement in New York City, the struggle for community control of schools.

When Proposition 227 passed in 1998, it essentially ended a thirty-year program of bilingual education in California of students with limited English proficiency, and replaced it with a controversial, year-long, intensive English-immersion program. Paying close attention to how each side of the debate was framed in televised programming and local newspapers, this paper examines why such a controversial law was able to pass by popular ballot.
