This project highlights best practices for small reading group instruction for third through fifth grade English language learners in the general education classroom. By completing a literature review, a journal article was developed to report the pros and cons of heterogeneous and homogeneous groupings for reading instruction. Data from the National Assessment for Educational Progress (NAEP) and the OSPI Report Card were used to discuss a need to raise student reading proficiency scores.

Research related to the bilingual and bicultural issues of emergent literacy, family literacy, and intergenerational literacy, factors that promote literacy, parent involvement, and family literacy programs was read, evaluated, and summarized. From this literature review it became evident that when children develop literacy skills in their native language and/or English and learn to interact with literacy, learning to read and write becomes easier. A handbook, written in English and Spanish, was designed and printed providing reading strategies and activities for parents to promote reading literacy in the home.

Our project focused on creating a Web site on the Internet which included several student-centered activities. The relationship between student achievement and parental involvement was reviewed and found to be significant. A model project was developed to include seven migrant families intergenerationally within the context of the classroom. The purpose was to enhance the relationship between students and parents/guardians and between these low literacy families and the school institution. The result was projected to be a better understanding of each family's heritage, an increase in volunteerism at the school site, more interest in school work and accomplishment, and the possible residual effect of parental desire to improve their literacy skills.

A family literacy program to assist Hispanic parents and children in improving English reading and language acquisition skills was developed. Limited English speaking families in Quincy, Washington were served by a variety of lessons, developed in response to need. The results showed a desire by families to continue with the project, as well as an higher achievement in score on the reading and language sub-tests of the Metropolitan Achievement Test by students having a seventy percent program attendance rate in comparison with limited English speaking students of non-participating families. Program modifications for the following school year were discussed.

A curriculum has been developed for middle school English as a Second Language (ESL) students to improve their reading comprehension. A review of the literature found that vocabulary is an essential part of reading comprehension and becoming aware of English/Spanish cognates can increase the students' English vocabulary. The curriculum includes a survey to assess a student's knowledge and use of cognates, lesson plans to introduce the concept of cognates, to practice recognizing English/Spanish cognates, and learn the correlation of suffixes between English and Spanish. The curriculum also includes lists of English/Spanish cognates divided by subjects.

The purpose of this project was to influence student reading comprehension by involving parents in the literacy learning of their children. Researchers of language learning suggest that if children learn skills and content in their first language, they will later transfer that knowledge to their second language. To accomplish that end, literature packets that contain a book in Spanish or English with corresponding activities were created. The packets will be taken home by students to use with their parents to enhance reading skills and parent involvement.

An alternative method for the development of second language acquisition and literacy in a second language program was explored. A collection of Spanish children's songs and lessons utilizing "whole language" teaching strategies were compiled to supplement the language arts cμrriculum. The premise for this study was that children's songs could be used to develop activities that would enhance second language acquisition and literacy skills. Implications for the integration of music to provide a cogent transitional vehicle from spoken to written language structures are discussed.

An informal study was conducted to explore the effectiveness of experience-based dialogues in the promotion of oral language use in secondary-level English-As-A-Second-Language classrooms. The twenty-one dialogues field-tested in the project were developed interactively, by teacher and students, in the sociocognitive context of each of the learner's background knowledge, experience and immediate communication needs. Experience-based dialogues are a method of language teaching and learning that focuses on the communicative act rather than on isolated or discrete grammatical items. Integration of content-based instruction into an English curriculum based on communicative goals is suggested to better solve the problems of materials and syllabus design in Taiwan. Historical antecedents and the rationales for content-based instruction are reviewed to illustrate a modern perspective on the interwoven relationship between language and content learning. The project proposes a three-year content-based English program for Taiwan's elementary and preschool students. A first year curriculum and model lessons for mathematics, science, social studies, and language arts are presented.

A study was conducted to determine whether computer assisted instruction or the traditional ESL teaching method was more effective in teaching Limited English Proficient (LEP) students, English language proficiency. Twenty-two second grade subjects were separated into two groups at one elementary school in Yakima, Washington. The experimental group received computer assisted ESL instruction, while the control group was instructed with the traditional ESL teaching method. Analysis of the results supported the research hypotheses for one of the three dependent variables. The purpose of this project was to develop parent involvement workshops and home reading activities for Spanish speaking migrant parents of the Highland School District. Four one-hour workshops were designed and implemented. In addition, kindergarteners participated in book reading activities. This project demonstrated that Spanish speaking parents could be successfully integrated into school-related activities; and through this integration, positive changes in attitudes and behaviors of both parents and children could be achieved.
