The purpose of this qualitative study was to bring awareness to the issue of English learners (ELs) being unprepared for college and to study the beliefs and perceptions of educators regarding the factors that contribute to the creation of an achievement gap between EL students and traditional students. The study involved an analysis of trends in the perceptions of school counselors, teachers, and administrators regarding EL students being ready to attend college. Social-emotional learning (SEL) and culturally responsive teaching, however, are two areas that teachers seem to struggle with (Stark et al., 2021). The English Language Learner (ELL) international boarding students at an independent, not-for-profit school have consistently demonstrated lower levels of academic achievement than their local peers. This Organizational Improvement Plan (OIP) proposes to address this Problem of Practice (PoP) by creating a professional learning community (PLC) to institute more culturally responsive pedagogy. This OIP suggests a compelling correlation between inclusiveness and academic success, and therefore the school needs to raise its level of cultural competency, introduce more equitable assessments, and increase coordination among the various departments and systems that support the ELL students. In this quantitative study, I investigated the effectiveness of a training intervention program to positively impact secondary teacher attitudes and perceptions of culturally responsive teaching (CRT). The study is relevant in Alvin Independent School District given the demographic shift resulting in an increase in Hispanic students and students learning English as a second language. In a time of new teacher certification requirements in New York, school districts are grappling with how to meet the regulatory expectations imposed by Commissioner’s Regulations Part 154. This study focuses on the outwardly similar cultures of Taiwan and mainland China and the subtle differences within them. The study was conducted as part of the requirements of doctoral program in Instructional Design and Development at a public university in the southeastern United States. Using a qualitative case study approach, the study demonstrates that there are cultural similarities between mainland China and Taiwan, however instructors should also be aware of the differences when developing relationships with students and developing course content. All students deserve high-quality, strategic instruction, yet pre-service teachers are not always taught best practices for instructing English Learners (ELs), students for whom English is not their native language. Almost 10 percent of the students in American public schools are classified as ELs, yet research indicates most educator preparation programs across the country have not yet integrated best practices for teaching ELs into their pre-service programs in meaningful ways. Recognizing that much of the leadership in resolving the issues of quality and equity for English Language Learners (ELLs) will fall to teachers themselves, Bank Street's Bilingual/ESL Teacher Leadership Academy (BETLA) has taken on the mission of preparing teachers of ELLs for the intense and unique leadership challenges they will face. The ELL population in the United States continues to increase. Research suggests that the English language proficiency growth rates for numerous ELL students are strongly correlated with their English language proficiency levels (Cook & Zhao, 2011; Conger, 2008). The results of Conger’s 2008 study suggested that just over fifty percent of students gained English language proficiency after three years. According to the same study, the students that did not typically gain English language proficiency were students who entered public schools older and with a lower English language proficiency level.
