This dissertation is organized into five distinct chapters addressing multiple aspects of learning and engagement as it relates to English Language Learners (ELLs) in the classroom. First, the problem of practice is identified and explored. We, as educators, must look closely at instructional and systemic issues, actionable elements, broader strategies of improvement, and leverage, which refers to the ability of a program to motivate students and to generate a sense of practical value in academics. This research uses computational grounded theory to explore the human capital formation and stay/return migration experiences of well-educated Mong adults living in various rural/semi-rural Northern California localities within Butte, Yuba, and Sutter Counties. Rural vitality is dependent on the return of these well-educated rural-raised adults. Out-migration of rurality’s best and brightest contributes towards a brain drain and the hallowing out of rurality’s human capital. Findings of this research is conveyed using two research articles examining two different points on the continuum of rural vitality. This three-article dissertation examines three distinct approaches to supporting English learners (ELs) by leveraging technology. Framed by the third generation of cultural-historical activity theory (Engeström, 1987; 2001), this research illuminates ways different stakeholder groups within varying activity systems support ELs, by examining technology as 1) an instructional tool in the classroom, 2) a mechanism for family engagement, and 3) a means for preparing teachers to serve ELs. This research uses ethnohistorical methods to examine the use of imagery appropriated from American Indian cultures by the Dowagiac Union Schools. High School yearbooks from 1899- 2014, along with other artifacts, were identified as sources of information to describe students’ experiences. Applying Brayboy’s (2005) Tribal Critical Race Theory, an off-shoot of Critical Race Theory, combined with the research of historical and theoretical scholars like Davis (2002), Pewewardy (2001), and Deloria, King, and Springwood (2001), a case is made for the removal of American Indian mascots used by educational institutions, including the Dowagiac Chieftains. Using documentary and discourse analysis of children’s literature I explore the extent to which there is a multicultural gap in children’s literature to reveal the prevailing challenges of the colonized and Eurocentric values embedded in the contemporary education system that supports the monocultural socialization of young children in their early formative years. One of the most concerning aspects of special education is the overrepresentation of African American minority youth receiving special education services. Samuel Ortiz and colleagues considered the issue of the representation of the Latino, English Language Learner (ELL) population in special education services based on cognitive performance in relation to the mainstream population. Native peoples, scholars, and activists have been working to revive and heal the languages of America’s first peoples, and the cultures those languages speak to, yet more work remains in the field of language revitalization. In the Greater Hartford area, the changing landscape of public education options emerging from the 1996 Connecticut Supreme Court ruling in Sheff v. The relationship between student achievement and parental involvement was reviewed and found to be significant. A model project was developed to include seven migrant families intergenerationally within the context of the classroom. The purpose was to enhance the relationship between students and parents/guardians and between these low literacy families and the school institution. The result was projected to be a better understanding of each family's heritage, an increase in volunteerism at the school site, more interest in school work and accomplishment, and the possible residual effect of parental desire to improve their literacy skills.

The purpose of this project was to investigate whether there was a significant difference in the adherence to conventional morality and the reaction to social pressure from adults versus peers among Mexican, Mexican-American, and Anglo-American children. The instrument used was the Moral Dilemmas Test (MDT) developed by Bronfenbrenner, Devereux, Suci, and Rodgers, which measures the reported readiness of children to engage in morally disapproved behavior and their reaction to social pressure exerted by adults and peers.
