Equitable Assessment For Elementary Dual-Language Learners, Joliette Mandel

This thesis points out the contradictions between the goals of standardized testing and the goals of dual-language elementary education. I argue that dual-language elementary schools in the New York City Department of Education would be better served by a performance assessment model to measure student and school accountability for several reasons. Performance assessment is more equitable for students who are marginalized by their race, language, or class. Many students who attend dual-language schools in the NYCDOE fall into all these categories. Immigrants, English learners (ELs), and culturally and linguistically diverse (CLD)students often lag behind their White, monolingual peers in academic achievement and English language proficiency. While there are policy solutions to improve academic and linguistic opportunities and outcomes for immigrant/EL/CLD students, such as implementing bilingual instructional models and increasing teacher diversity, these pro-immigrant policies can be hard to come by in some legislative contexts due to unfavorable economic, social, or political determinants. Conceptual, in-class communication activities are the most common oral practice foreign language educators provide for L2 learners with the absence of native speakers. In most L2 classrooms in the U.S., Spanish-speaking practice transpires among learners who share the same native language and culture. For this reason, ACTFL encourages language educators to connect with local communities and those abroad to create intercultural interactions that can provide crucial avenues for achieving proficiency benchmarks and shaping globally minded citizens. In higher education, the number of Hispanic immigrant students has steadily increased, particularly in central Florida. The purpose of this quantitative study was to analyze the perceptions of higher education Hispanic students whose home language is Spanish and who are enrolled in English-only and bilingual degree programs in two central Florida universities. A quantitative, non-experimental survey research approach was utilized. A variety of descriptive, associative, and inferential statistical techniques were used to answer the research questions. The purpose of this project was to increase the involvement of Hispanic parents to result in higher student achievement in the elementary school. Research on cultural barriers of Hispanic parent involvement and the programs that schools have implemented to overcome cultural barriers was examined. A resource guide for elementary school teachers was developed in order to help teachers find ways to overcome the cultural barriers of parent involvement in schools.

Developmental and learning theories of the twentieth century have influenced the role of the preschool programs in public education. The debate over what is appropriate curriculum for young children is nation wide. The need to have a bilingual summer program that is appropriate to young children in the Granger School District was studied. The result was to design and develop a bilingual summer program that would fit the needs of the preschool aged children. The bilingual summer program was piloted in the Granger, Washington School District.
