Listening is the primary vehicle through which children learn, is fundamental to all other communication competencies, is a core component of multimodal instruction, and is key to learning language. At the same time, listening comprehension is the least understood language skill and is challenging for teachers in the provision of high quality instruction. For multilingual learners with learning disabilities it also presents certain challenges at the intersection of students’ disability and developing language proficiency. This dissertation traces the historical roots of indigenous education from the violation of treaty rights of the late 1800's to the staggering rates of non-persistency facing Native American students today. While many factors are outside of the classroom teacher's scope of influence, teacher candidates should be trained in culturally responsive methods to address factors that are within their control and which can be addressed in the classroom.

Each morning I wound my way up the steep hill along the deeply rutted dirt path, exchanging daily "maaa's" with five bleating sheep and shouting out, "¡Hola!" in response to the children who gleefully identified me as "¡Gringa!" Women and children, colorful bowls of cooked maize balanced atop their heads, sauntered to and from Maria Elena's where their maize would be ground; at home the dough would be shaped and flattened into tortillas, the mainstay of every meal in the small Guatemalan village of San Juan.

The multicultural courses in the College of Education force us to examine how we came to adopt our values and from where our beliefs originated. No other course in the graduate curriculum forces us to challenge the myths and stereotypes of American society as profoundly as these courses.

The Clark County School District has long recognized the need to provide training and support for teachers and other staff in the area of multicultural education. In 1992, the development and funding of a multicultural education program, Project MCE, formalized, for the first time, the district's commitment to providing students with a true multicultural education. Project MCE is a part of the CCSD Compensatory Education Division, Elise Ax, Assistant Superintendent.
