My career began in a district that served predominantly White students from middle class families. The only Black students I interacted with were those bused in from the city while participating in the desegregation program. The purpose of this study is to evaluate the efficacy of one school’s reading intervention program, and its impact on struggling readers reading performance. Participants in this study included administrators, Grades 3 through 5instructional staff that directly impact student learning in reading through reading instruction. I collected survey data and analyzed it to determine teachers’ ability to instruct struggling readers with high expectations for student learning. The proposed research employed a mixed-method approach to investigate why the linguistic standards of the Canadian Language Benchmark (CLB) (levels 5–8) are deemed satisfactory for English as a second language (ESL) learners at the college level. An examination of the Canadian English Language Proficiency Index Program (CELPIP) identified why an ESL learner with a CLB level of 5–8 requires English support services in post-secondary education to achieve academic success in Canada. This study reviews factors that prior studies have identified or failed to consider as barriers to post-secondary success. The three main areas include academic success for Latinx students after high school, organizational systems and their impact on African-American students’ postsecondary readiness, and what workers think of their high school education with regards to career preparedness.

Five factors are identified as major barriers for Latinx students to continue in a higher education system. A survey of former students from Saint Louis, Missouri, and Dallas, Texas, metroplex area identified 56 Latinx students that participated in an initial survey. This led to a …
