Experiencing Transition: Bilingual Teachers' Voices In A Dual Language Program, Beatriz Garcia Soria

The purpose of this qualitative study is to gain insight into the experience of bilingual teachers undergoing a change of bilingual education program, from a TBE model to a DLBE model . This study documents the ways the bilingual teachers experienced changes in their language ideologies, their teaching practices, and the support, or lack thereof, from the administration and the community. This study contributes to the existing literature on bilingual teachers and bilingual education by centering the voices of the teachers during the process of change of bilingual education models. When Proposition 227 passed in 1998, it essentially ended a thirty-year program of bilingual education in California of students with limited English proficiency, and replaced it with a controversial, year-long, intensive English-immersion program. Paying close attention to how each side of the debate was framed in televised programming and local newspapers, this paper examines why such a controversial law was able to pass by popular ballot. Adolescent immigrant English learners who enter U.S. schools at the secondary level are faced with challenges that distinguish their experience in second language acquisition from that of children and adults. Some of the challenges they face include limited time to acquire academic English proficiencey in reading and writing, difficulty in assimilating into English speaking American culture, and limited programs and services at the secondary level.
