This chapter considers how American Sign Language (ASL)—a visual-manual language—is a heritage language of deaf, hard of hearing, and hearing people in the United States. Traditionally, heritage language education and maintenance efforts have centered on spoken languages. This chapter aims to broaden the scope to include signed languages. It begins with a historical overview of ASL, explicates for whom ASL is a heritage language, and examines the influence of current policy trends and technological advancements on language shift and language maintenance. There has been a growing interest in the examination of the steady state of simultaneous bilinguals. An understanding of what leads to the possible weaknesses in the grammar of early bilinguals can contribute to our understanding of the possible causes of the apparent characteristic ‘failures’ in second language acquisition (Montrul 2008). Spanish has a gender feature for nouns (Carroll 1989) and gender agreement for determiners and adjectives. Language policy implementation is a complex, multilayered process that produces both planned and unplanned outcomes. Understanding the policy implementation process can be achieved by identifying the agents, layers, and processes of language planning and policy activities, analyzing the layers independently, and examining the relationships among the layers. With respect to deaf education policy, such a multidimensional approach calls for attention to federal, state, and district guidelines as well as to how individuals act as policy-implementing agents when determining appropriate educational contexts for deaf students. This article takes a governance perspective to examine the contemporary revitalization of Guaraní, a “repressed” language that is spoken by a majority of the population in Paraguay. A historical overview highlights the striking endurance of the language in spite of two centuries of official subjugation. The article traces the positive impact of political democratization since 1989 on the revitalization of Guaraní by examining four interrelated areas that are closely linked to the governance agenda: the education system, the media, the political system, and popular culture. This article addresses the situation of lower-proficiency heritage language learners of Spanish in terms of their linguistic similarities to second language learners. The analysis highlights grammatical and lexical features in the oral discourse of Spanish heritage and second language learners at intermediate and advanced levels of study, establishing common linguistic ground between the two groups. Given the similarities, the article emphasizes the current need for courses designed to accommodate lower-proficiency heritage learners, integrating principles and aspects of second language acquisition theory and pedagogy.
