This paper is an autoethnographic study covering my journey to learn my heritage languages, Cheyenne and Arapaho. The purpose of this study is to give a personalized account of what studying my languages means to my Indigenous identity. Between the months of January and April of 2024, I studied my languages daily and documented the process. I then used Brayboy’s TribalCrit as my theoretical framework to elicit themes from my experience, many of which became a personal reflection on how my languages have become a new part of my life. When essential services transition to digital platforms, individuals with limited digital proficiency, immigrant English Language Learners (ELLs), and older adults aged 65 and above face challenges accessing these resources, leading to potential exclusion.

The COVID-19 pandemic accelerated the shift to online interactions and services due to lockdown measures, reducing face-to-face interactions. This sudden transition left individuals without digital skills unable to access healthcare, essential services, and maintain connections with their support networks. This study used statistical analysis of enrollment records for ESL programs at community colleges throughout California from 2015-2019 to determine whether adult immigrants’ participation in public ESL programs was reduced under President Donald Trump. Immigrant families’ lesser use of public education services and means-tested federal benefits has been widely documented in the wake of Trump’s expansion of the public charge rule, which counted immigrants’ use of a wider array of public benefits against their case for residency in the United States than had any previous iteration of the rule.
