School efficiency reviews are an essential accountability tool that protects classroom dollars, can generate long-term savings, and equitably improve student outcomes. Conducting a review every 10 years balances accountability with fiscal practicality and is extremely valuable as school districts face funding cuts.

This proposal recommends legislation directing Virginia Department of Behavioral Health and Developmental Services to establish a two-year pilot program focused on expanding telemental health access in rural Virginia. The purpose of the pilot is to address persistent behavioral health disparities in areas where residents face major barriers to obtaining timely mental health care.
The legislation is designed to build on existing telehealth infrastructure and aligns with Virginia’s Statewide Telehealth Plan under § 32.1-122.03:1, which already supports broader use of telehealth services across the Commonwealth. By creating a focused pilot first, the state can test implementation strategies before considering broader expansion.

The Problem: Confronting the "Scarlet Letter" of Housing
No Virginian should be denied a home because of a dismissed legal filing or a resolved financial hurdle from the past. In Virginia, the mere filing of an unlawful detainer (eviction) creates a permanent public record regardless of the outcome. The new permanent record acts as a "scarlet letter" in the form of a 7 to 10 year shameful blemish on their public record.

This project evaluates the feasibility and strategic impact of establishing a centralized testing hub at VCU. By analyzing current practices, stakeholder needs, and peer models, the study aims to assess benefits such as improved testing integrity, accessibility, and operational efficiency. Findings will inform actionable recommendations for implementation, with the potential to enhance student success, reduce administrative burden, and position VCU in the forefront of secure, standardized academic assessment for both in-person and online education.

In an increasingly inter-connected world, higher education institutions continue to lag behind in their ability to break down silos — and VCU is no exception. This project seeks to improve upon the existing, centralized myVCU tool to address lack of connection to staff resources. We propose a redesign of myVCU based on research and feedback from VCU staff, tailoring the platform to streamline navigation and empower a united staff workforce. A key component will be a communications campaign to support staff buy-in. The ultimate goal is to transform myVCU into a critical tool that empowers and UNlocks the potential of …

With the cost of in-state tuition at public institutions doubling in the last 30 years, paying for college is one of the most significant financial investments families can undertake (Nadworny, 2025). As an access-driven institution, VCU faces additional challenges to ensure affordability for its students. More than ⅓ of VCU students are Pell Grant-eligible and 38% of freshmen are first-generation college students (Virginia Commonwealth University, n.d.). Having accurate, timely information related to billing and financial aid is critical for helping students and families make informed decisions in order to move through their degree progression. Outstanding balances on student bills impact …

Cannabis products today are significantly more potent and more widely available than in previous generations, creating new health and safety challenges for college students. This project aims to develop an evidence-based awareness campaign that delivers information about the health risks of emerging cannabinoid products and the consequences of impaired driving due to cannabis use. The campaign aims to increase student awareness, encourage responsible decision-making, and contribute to a safer, healthier VCU community.

VCU’s Early Alert system has varied implementation across the University, resulting in inconsistent flagging to provide enhanced support for students. This project explores the demonstrated advantages of interventions using Early Alerts and barriers to widespread, consistent adoption by faculty. Recommendations include an enhanced communication plan that includes possible training or marketing approaches to faculty using a data-driven approach that centers on student success as well as intuitive integrated tools to simplify the process for faculty.

AI in an UNstoppable workforce describes a future where artificial intelligence becomes a driving force that reshapes teaching, research, clinical operations, and administrative work here at VCU. We are gathering AI-related data, projects, and use cases from every school and college at VCU to contribute to a centralized AI hub. This hub will serve as the campus-wide resource for understanding how AI is being used, supporting collaboration, guiding responsible adaptation, and shaping a unified strategy for AI innovation across VCU.
Abstract: This project seeks to identify existing AI-related initiatives across VCU, assess perceived educational and operational needs, and explore opportunities …

Maintaining student mental health is a significant and growing challenge for universities. Difficulties with mental health decrease students’ overall well-being and can contribute to students performing poorly in classes, entering academic probation, and failing to complete their degree on time, or at all, among other negative consequences for the university community generally. To help meet the need for mental health care, VCU partnered with TimelyCare in 2020 to provide a variety of online mental health care resources. The partnership has enrolled more than 3,000 student users, though that is less than 15% of the student population. And so, our project …

New faculty researchers at VCU, who possess diverse research interests or requirements, often find it challenging to navigate the VCU environment in search of research resources necessary to initiate their work. The majority of available research resources highlighted on central VCU pages primarily cater to biomedical research, inadvertently marginalizing those in less prominent fields. Resources in other departments, such as fine arts and education, are limited and often restricted to the departmental or school level. This raises the essential query: "How and where should I begin my research?" The project employs a faculty and staff survey aimed at assessing the …

Confidence and trust in science have declined in recent years, in part due a lack of understanding of how science works and that knowledge is not immutable but constantly evolving. At the same time the rise in social media has led to the spread of misinformation and changes in the media landscape have made it difficult to disseminate the correct information to channels that reach the greatest numbers. While most Americans see scientists as intelligent, less than half (45%) say that they are good communicators. As a public university, Virginia Commonwealth University (VCU) serves the public good by ensuring that …

Yellow Brick Road is an initiative designed to strengthen the connection between Virginia Commonwealth University (VCU) and downtown Richmond by promoting outdoor activity, sustainable mobility, and shared community experiences. The project aims to enhance the health and well-being of students, faculty, and staff through walking meetings and a proposed VCU-branded e-bike fleet, while also deepening VCU’s engagement with the urban community through events such as the UNCOMMON Street Festival. Together, these efforts reflect VCU’s vision as a university fully embedded in the city, guided by the question: How can VCU thrive with Richmond, not apart from it?

Team UNified is exploring how the current Finance, HR, and IT reporting structures function across the university. Currently, each unit independently manages how these services are delivered. Team UNified posits the current model may lead to issues such as inconsistent customer service, noncompliance with university policies and procedures, and fewer promotional opportunities within those job families. We plan to interview key stakeholders, review the current organizational structure, analyze internal turnover data, and benchmark against other institutions. Based on the results of our research, we will document the potential risks related to the current model and offer recommendations for where it …

VCU is experiencing unprecedented levels of growth in its research operations, having secured more than $460 million in sponsored research funding in fiscal year 2023 and becoming one of the top 50 public universities in the country for sponsored research. Between FY18 and FY22, sponsored research funding at VCU increased by 49% (Crawford et al., 2022). Nonetheless, many faculty members are leaving a key resource untapped: VCU’s undergraduate students. According to Dr. Srirama Rao, Vice President of Research and Innovation, in a recent State of the Research address, only about 600 undergraduate students participate in sponsored research annually. Even faculty …
