Benefits And Costs For Chattanooga Residents Of Incorporating Training Into Economic Development Strategies, Timothy J. Bartik, Iryna V. Lendel, Sevrin Williams

This report evaluates the benefit-cost tradeoffs of adding a workforce training component to Chattanooga's economic development incentive packages, using the Bartik Benefit-Cost Model of Business Incentives. Focusing on hypothetical projects across seven industries, the analysis compares the present value of training costs against resulting gains in residents' per capita income over a 20-year horizon. Findings show that training, layered onto existing PILOT-based tax incentives, delivers benefits more than 25 times its costs—driven by training's greater cost-effectiveness in inducing business location decisions and its stronger tendency to direct new jobs toward local residents. This report examines how changes in automobile production, specifically the shift from internal-combustion-engine (ICE) vehicles toward hybrids and battery-electric vehicles (BEVs), are likely to affect employment in Michigan’s automotive manufacturing and distribution system over the next decade. The goal is to quantify how many jobs in Michigan depend on the automotive supply chain today, how that employment has evolved since the early 2000s, and how it may change through 2030 under alternative production-and-demand scenarios. This report by the W.E. Upjohn Institute for Employment Research examines labor market dynamics in Battle Creek, finding that roughly 75 percent of jobs in the city are held by workers who live outside the city limits, with significant skill mismatches between city residents and local employer needs. This mismatch helps explain persistently low wages, elevated poverty rates, and high reliance on public assistance among city residents despite a strong manufacturing base and growing logistics, food processing, and machining sectors. The Patient Protection and Affordable Care Act passed by Congress and signed into law by President Barack Obama in 2010 effected major changes in the financing and delivery of health care in the United States. The net impacts and private and social benefits and costs of workforce development programs were estimated in three separate studies; two of them in Washington and one in Virginia. The programs included the public job training system, programs at community and technical colleges, adult basic education, private career schools, high school career and technical education, and vocational rehabilitation for disabled individuals and for blind or visually impaired individuals. The net impact analyses were conducted using a nonexperimental methodology. Individuals who had encountered the workforce development programs were statistically matched to individuals who had not. This is the first report from the evaluation of Generations II and III of the Workforce Innovations in Regional Economic Development Initiative. This interim report presents baseline information from all 26 regions. It reflects the status of regional activities as of the summer of 2008, when many regions were in the initial stage of implementation. Thus, the report focuses on the development of partnerships, governance arrangements, and the design of decision-making processes.
