Developing A Competency Model For Highway Safety Engineers: A Delphi Method, Garrett K. Wheat

The primary purpose of this study was to determine the core competencies needed by State DOT Highway Safety Engineers as perceived by Highway Safety experts in the United States. First, a list of competencies was identified. Next, a panel of Highway Safety experts determined the importance of each identified competency for the current year (2020) and for the future (year 2030). Finally, ratings provided by the panel were tested for the presence of consensus.

The focus in this qualitative phenomenological study was to examine the experiences of African American men who obtained a doctoral degree and the role of leadership in their success. In-depth semi-structured interviews were conducted with 10 African American men from across the United States. The research develops an understanding of patterns of leadership within institutions of higher education from an African American male perspective. Elements of the critical race theory served as the basis for the conceptual framework. This field project investigates the self-directed learning (SDL) practices that could increase learner outcomes in English language acquisition for beginning adult English language learners (ELLs), and presents on a website designed for the learner, the practices and local resources to engage them. Non-credit English as a second language (ESL) courses in community colleges in the San Francisco Bay Area have high enrollment and low levels of advancement, especially beginning levels. Immigrants who enter the United States come with varying degrees of education. Some immigrants come with a bachelor’s degree or higher, and some come with very limited schooling or no schooling at all. Yet many immigrants or refugees that come to the United States with low literacy in their native language, and limited English proficiency never enroll in an ESL class. The purpose of this study is to report on the status of information available to college students with disabilities on the websites of New England colleges’ centers for students with disabilities. Primarily, this study focused on information about the application process for a student to receive accommodations. Data was generated by compiling a list of common factors on the websites of centers for students with disabilities at colleges not in New England, and then searching the New England websites to see if they included these factors on their own websites. In 1969, federal courts forced Mississippi to integrate public schools. Following, droves of white families moved out of Jackson for suburbs in nearby Madison and Rankin Counties. Today, the Jackson metro area is the most partisan segregated and among the top five racially segregated metro areas in the U.S. (Dottle, 2019). With that in mind, I sought to find out: How do libraries in the Jackson metro area impact their communities, and do disparities exist between Jackson’s libraries and white flight libraries?

Purpose: The purpose of this descriptive qualitative study was to identify and describe the leadership approaches (transformational, transactional, and laissez-faire) federal government employees perceive as most and least effective to enhance employee morale and productivity.

Methodology: Fifteen U.S. Army civilian employees from 5 paygrades were selected based on specific criteria and organized using the stratified random sampling method. The full-range leadership model provided the theoretical framework for the study and was used to design interview questions that focused on the aforementioned leadership approaches. Adding to the body of OER available allows faculty to rethink every aspect of what they teach and refine how they present that information. In response to rising parental incarceration, some correctional facilities and outside organizations offer family literacy programs for parents in prison. However, research on these correctional education initiatives is scant. This paper uses qualitative data to analyze how 11 fathers in a rural Pennsylvania prison were involved in their children’s literacy, learning, and education before and during incarceration and through the Read to Your Child/Grandchild (RYCG) program. Before RYCG, most fathers had taken steps such as reading to children, teaching reading and math, attending parent-teacher conferences, helping with homework, and singing and rhyming—and then sought to continue supporting their children’s learning …

Objective: The purpose of this study was to describe challenges faced by beginning technology education (TE) teachers in [state]. Background: The highest attrition rates are among beginning teachers and with a continued shortage of TE teachers, identifying the problems new teachers encounter need to be identified for retention and the sustainability of the TE profession. Method: A qualitative research design using an online questionnaire was completed by 27 [state] TE teachers who had taught four or fewer years. Intangibly, it enhances the learner’s self-esteem and cultural identity. The case here reflects the Mandarin Chinese learning experience of three children who were born in the United States of a migrant family from Hong Kong where the Cantonese Chinese dialect language is more predominant.
