There are as many as 65,000 unlicensed foreign born and trained doctors across the United States who are credentialed in their home countries but unable to practice in the U.S. The primary goal of this study was to describe and understand an understudied human experience: the lived experience of unlicensed foreign educated physicians who are present in the U.S. as they retrain for non-physician primary care roles.

The theoretical frameworks undergirding the study are Jack Mezirow’s Transformative Learning Theory (TL), also referred to as Perspective Transformation as well as the complimentary perspectives of Otherness and Liminality theories.

Underemployment has a rich and lengthy body of literature spanning across multiple disciplines, such as economics, business, psychology, and sociology. Past scholars studying the phenomenon have provided a framework for understanding underemployment and have identified the harm it has on organizations and individuals. To enhance employability and improve the career prospects of graduating students, this study explores the influence of practical experience on graduate employment outcomes in an Australian setting. To develop our understanding of the relative benefit of different forms of practical experience, the study evaluates the influence of both Work-Integrated Learning (WIL) and paid work in the final year of study on graduate employment and underemployment. Two samples are used, N = 628 and N = 237, to evaluate institutional data on practical experience combined with national data on graduate employment outcomes. This dissertation explores the working-lives of unemployed and underemployed teachers in the Canadian province of Ontario. Over the past decade, the number of new teachers unable to secure employment within the teaching profession in Ontario has continued to grow. As the oversupply of teachers is expected to persist, an extremely competitive labour market has made the position of being an un(der)employed teacher increasingly “precarious” (Ontario College of Teachers, 2014, 2015).

This paper draws on the findings of recent national surveys of paid and unpaid work as well as formal and informal learning to assess the extent of correspondence between work and learning activities in Canada. The main conclusion is that workers’ learning efforts increasingly exceed the requirements of their paid jobs. We live in a knowledge-rich society but with relatively diminishing opportunities to apply this knowledge in our jobs.
