This study conducted a review of school finance syllabi in order to determine how the topics presented in midwestern school finance courses for aspiring school administrators align with the topics identified as important by a previous study of practicing school administrators. The study highlights discrepancies between what practicing educational administrators articulate as the most important topics early career principals need to master in comparison to the topics university syllabi include.

Designing solutions for policy or systemic problems requires more than just creativity. The teacher shortage is a threat facing our nation as many school districts have difficulty filling vacancies with qualified, effective teachers. Research has shown that the greatest contributing factor to the teacher shortage is the considerable number of teachers exiting the profession preretirement (Becker & Grob, 2021; Geringer, 2003; Ingersoll, 2001; Shakrani, 2008; Sutcher et al., 2016). As a result, a vast amount of literature has focused on teacher retention, teacher turnover, and factors influencing teachers’ decisions to stay or leave. The purpose of this dissertation was to examine the predictive effects of district and community characteristics on transportation expenses of school districts in Arkansas using the Kaldor-Hicks Pareto efficiency theory. The 2004 ruling in Lakeview School District No. 25 v. Mike Huckabee mandated adequate and equitable public school funding standards in Arkansas. As a result, school districts are funded using a foundation model where the prior year’s average daily membership is multiplied by the foundation amount set by the Arkansas General Assembly. A history of school finance litigation and legislation shows there are inherent and structural problems in Texas’s education finance system. Like many government and social structures, the Texas school finance system is built to benefit school districts that have greater access to wealth to begin with and creates inequalities between rich and poor populations as well as between people of color and Caucasians. The purpose of this relational, nonexperimental, explanatory, cross-sectional study with quantitative methods was to explain the relationship, if any, between the administrative information technology budget as a proportion of the overall undistributed expenditure account on PK-12 and K-12 New Jersey public school districts’ student achievement in English language arts (ELA) and mathematics, as measured by the high-stakes New Jersey standardized test entitled Partnership for Assessment of Readiness for College and Careers (PARCC), during the 2016–2017 school year. Legislators in Arkansas have proposed a bill to increase educational choice through an Education Savings Account (ESA) program available to every child across the state. While many studies on the financial impact of existing ESA, voucher, and scholarship programs in the United States have found overall benefits to the state and individual districts, it may not be the case for a universally-accessible ESA since most existing programs are targeted to students based on need. This Article criticizes the 2016 Texas Supreme Court school finance decision, the latest of seven decisions starting in 1989, for its disregard of both the record in the case and the realities of the Texas Constitution and Texas politics. The Article also focuses on how standards for reviewing legislation have changed and the Texas Supreme Court's irrational and unfounded retreat to the "money doesn't make a difference" theory of school finance. The Fiscal Effects Of Eliminating The Louisiana Scholarship Program On State Education Expenditures, Julie R. Trivitt, Corey A. Deangelis

Eliminating the Louisiana Scholarship Program has been proposed as a way to reduce state education expenditures for the upcoming fiscal year. Drawing upon Louisiana’s education funding formulas, we determine that the overall effect of removing the program will increase state education expenditures. It is true that the state would avoid $41.6 million of spending if the voucher program is eliminated. However, each current voucher student who returns to a public school increases the local district’s necessary education expenditures without increasing the local tax revenue for schools, obligating the state to provide increased funding to the district. Small Texas School Districts’ Response To State Funding Reductions, Gary Bigham, Susan Nix, Alana Hayes

The Rural Educator

In response to a challenging state economy, the Texas Legislature implemented the Regular Program Adjustment Factor (RPAF) in 2011, effectively reducing state funding to all Texas school districts. This mixed methods study reveals the effect of the RPAF on a sample of the smallest Texas school districts and their response to decreased state funding – inclusive of reducing staff, implementing tax rollback and bond elections, and securing revenue from other, non-traditional, financing sources, which ultimately served as the largest revenue enhancement – 97 percent of which was comprised of the issuance of capital-related debt.

In recent decades, the United States has been criticized for failing to produce citizens who can compete in a global society. Legislation, such as the No Child Left Behind (NCLB) Act of 2001, has been implemented with the intention of improving the U.S. education system. Trends Toward Alternative Teaching Certification And Compensation In Special Education: Considerations And Implications For Traditional Teacher Preparation Programs, Theresa Quigney

Academic Leadership: The Online Journal (2003-2012)

Within a framework of trust markets, this study compares expenses, instructional expenses, and revenues per FTE of not-for-profit and for-profit postsecondary institutions using IPEDS data. Median expenses per FTE at not-for-profit institutions were double those at the for-profit institutions. Median revenue beyond instructional expenses increased at the 4-year-and-above level institutions while decreasing at other levels. Percent of revenue allocated to instructional expenses, other expenses, and excess revenue is presented. Surprisingly, 4-year-and-above, not-for-profit institutions generate more excess revenue per FTE than 4-year-and-above for-profit institutions. Implications of the nondistribution constraint for trust markets and the policy implications of these findings are discussed.

The purpose of the study was to measure and compare the advancement strategies employed by private faith-based middle schools which serve economically disadvantaged minority students in urban settings. The research compared six schools in two groups of samples chosen from a pool of Lasallian Catholic alternative middle schools. Data collected from extensive personal interviews with school administrators were divided into twelve categories to compare the school’s establishment, the school’s board makeup and advancement functions, the school’s advancement methods and programs, the school’s senior advancement administration, and the school’s relationship with religious sponsor. The South Carolina Property Tax Reform Bill was signed into law in June 2006 creating a new way of generating money for public education in South Carolina. The Property Tax Reform Act eliminated 100% of the fair market value of 4% owner-occupied property for the purposes of taxation for school operations. Additionally, the Act increased the sales tax by 1% on most goods. Further, the Act limited a local school district's ability to raise additional revenue.

School finance reform has been one of the most controversial and contentious issues in public policy over the last thirty years. Public schools have served as battlegrounds over fundamental questions of equality, liberty, and access to social and economic opportunities. Since the historic decision rendered by the California Supreme Court in Serrano v. Priest (1971) equated public education with a fundamental right, a wave of legal and legislative reforms swept the nation including the state of Connecticut.
