An early step in developing an assessment framework for the Southeast Asia Primary Learning Metrics (SEA-PLM) was determining how to design and construct a single assessment program across all ASEAN member countries. This step needed to take account of the similarities and differences in the curriculum frameworks in each country for the four domains to be assessed through SEA-PLM: Mathematics, Reading, Writing and Global Citizenship. This account was achieved through an audit of the curriculum materials from 11 ASEAN countries, comprising those countries already participating in the SEA-PLM field trial, and others likely to join SEAPLM in the future. The OECD is planning to enhance existing PISA assessment instruments in reading, mathematics and science so that they will be more suitable to the context of developing countries. The main purpose of this paper is to identify the main technical issues associated with this aim. The paper reports detailed analysis of the existing PISA item pool and its suitability for countries which have students of average limited capacity. Monitoring Trends in Educational Growth (MTEG)

This publication provides a summary of initial findings of the Monitoring Trends in Educational Growth (MTEG) study in Afghanistan. Class 6 students in 13 provinces in Afghanistan were assessed in the domains of mathematical, reading and writing literacy. In total, 5,979 students, 42% girls and 58% boys, took the test and completed a student background questionnaire in either Dari or Pashto. The principal from each assessed school also completed a school background questionnaire. The initial results on gender differences show some promising outcomes as well as highlighting areas that require attention. The results of MTEG 2013 Class 6 indicate that …

The Learning Metrics Partnership (LMP) is a joint initiative of the UNESCO Institute for Statistics and the ACER Centre for Global Education Monitoring (ACER-GEM) to develop a set of nationally and internationally comparable learning metrics in mathematics and reading, and then to facilitate and support their use for monitoring purposes, in partnership with interested countries. In every PISA survey, students from every participating country are assessed in the core domains of mathematics, science and reading literacy. In addition to assessing these literacy domains, the OECD proposes additional assessments in other domains. In PISA 2003, a paper-based assessment of cross- disciplinary problem solving was first assessed, when it was included as a core domain. This paper describes key aspects of the frameworks for the assessment of adult numeracy and mathematical literacy in PIAAC and PISA, which are OECD two flagship programs for international comparative assessment of competencies. The paper examines commonalities and differences in how the constructs of adult numeracy and mathematical literacy were assessed in PIAAC and PISA, and sketches selected challenges associated with interpretation of results from these surveys.

The Australian Council for Educational Research (ACER) leads an international consortium of research organisations, and educational institutions to deliver the International PISA project on behalf of the Organisation for Economic Cooperation and Development (OECD). Translated into 48 languages and then verified to ensure they can be understood by students from a wide range of language and cultural backgrounds, PISA questions are based on relevant, everyday situations. PISA tests the reading, mathematics and science literacy of 15-year-olds across the world. In 2009 around 400 000 students from 57 countries took part.

This publication reports the percentages of year 3 and year 5 students meeting clear performance standards in reading and writing based on the 1996 National School English Literacy Survey. The performance standards described and illustrated in this report are informed by work to develop 'benchmarks' in literacy and numeracy under the direction of the Ministerial Council on Education, Employment, Training and Youth Affairs. Examples of survey assessment tasks and student work samples are provided to illustrate performance standards for year 3 and year 5 students.
