Abstract

The online program management (OPM) industry is a multibillion-dollar business that works with the higher education industry. Once primarily a tuition revenue share model that marketed and enrolled new programs for institutions, the OPM business is evolving. Fee-for-service payments and services such as coaching and instructional design are now part of the OPM landscape. Although higher education institutions are spending billions of dollars, there has been very little academic research into this phenomenon. The problem addressed in this study was the literature gap regarding how internal organizational knowledge can be increased effectively within outsourcing projects. The study was a qualitative social constructionist case study composed of senior technology leaders. The purpose this study addressed was to understand the current structure of technical outsourcing contracts and how future contracts could be structured to address the problem of this study. The research incorporated how a reconceptualized absorptive capacity model, sociocognitive theory, and digital leadership mindsets could improve knowledge transfer outcomes between a vendor and client. The dynamics of higher education funding present unique challenges and opportunities for administrators. One method university administrators employ to contain expenses and provide additional revenue is privatization of academic and non-academic services.

The purpose of this quantitative study was to investigate the specific factors considered in a decision to privatize bookstore and/or dining service operations, and perceptions about whether the post-privatization decision met pre-privatization expectations. Gordon’s (2019) Privatization Decision Framework was created based upon existing research and then used to develop survey questions. Joseph Schumpeter, the Austrian born economist and social historian who spent a major part of his academic career at Harvard, was a cogent observer of how societies develop. His Capitalism, Socialism, and Democracy is still considered a classic. Schumpeter spoke of "perennial gales of creative destruction" (often technological) that shock societies and force change. The advent of electricity and the coming of the automobile illustrate technologies that created new power arrangements and destroyed or modified existing institutions.
