Academic Library Workers in Conversation is a C&RL News series focused on elevating the everyday conversations of library professionals. The wisdom of the watercooler has long been heralded, but this series hopes to go further by minimizing barriers to traditional publishing with an accessible format. Each of the topics in the series were proposed by the authors and they were given space to explore. This issue’s conversation revolves around parenting and how academic libraries must do more. The insights from the authors apply beyond parenting and are a great reminder that people make our academic libraries work.— Dustin Fife, series …
An Exploration Of Effective District Practices For Enculturating And Retaining Kentucky's Newest Teachers In The Profession, Cari Lea Boyd
An Exploration Of Effective District Practices For Enculturating And Retaining Kentucky's Newest Teachers In The Profession, Cari Lea Boyd
Theses and Dissertations--Educational Leadership Studies
The teaching profession within P-12 education has more beginners in the field than ever before, growing the profession by 48%, which outpaces the 19% growth in student enrollment. The most common teacher among all practicing in America’s schools is someone in her or his first year of teaching. The decreasing levels of experience in the profession has led to increased rates of attrition because beginners have the highest attrition rates with up to 50% leaving the field within the first five years. Research conducted on teacher retention has focused on why teachers leave the field; hence, a major gap in …

Ending The Status Quo: Kentucky Parents Increasingly Choose Nonpublic Education Options, Gary Houchens
Educational Administration, Leadership, and Research Faculty Publications
This research report documents enrollment trends for Kentucky students in nonpublic education (homeschooling and private schools) during the years 2017-2022. Using data from the Kentucky Department of Education, the analysis finds that nonpublic education participation has grown by more than 20,000 students during this time period to almost 100,000 students. This trend indicates a clear demand for more education options and policy makers should respond accordingly.

Shifting Emergency Remote Teaching Into The Future Of Kentucky Education, Amy Argo
Shifting Emergency Remote Teaching Into The Future Of Kentucky Education, Amy Argo
Murray State Theses and Dissertations
During the 2020 COVID-19 pandemic, Kentucky educators discovered the difficulties of a rapid transition to emergency remote teaching. This phenomenological, qualitative research study explores middle and high school teachers’ lived experiences of teaching Kentucky public school students during the shutdown of school buildings during the spring and fall 2020 semesters.
Twenty-nine educator participants freely discussed their greatest successes and barriers concerning parental support, teacher mental health, communication, digital divides, student motivation, and teacher preparedness. This project gives voice to the teachers of Kentucky with a practical significance: effective online instruction can only occur if educators are properly prepared to teach …
Facts And Trends Regarding Performance And Funding Of K-12 In Kentucky, John Garen
Facts And Trends Regarding Performance And Funding Of K-12 In Kentucky, John Garen
Institute for the Study of Free Enterprise Working Papers
Kentucky’s K-12 experienced an 80% in increase in per pupil funds, after inflation, from 1990 to 2019. However, there have been only modest changes in its nationally-administered test scores, and no increases in the past decade. Moreover, per pupil funding seems to exceed that of all but the most exclusive private school tuition. Just over one-half of public funds goes directly to instruction and most funds to local schools come from Frankfort. Scoring on Kentucky’s own student assessment tests, the K-PREP, are higher than that of the comparable nationally-administered tests. Also, K-PREP shows improvement, while the other tests do not. …

Kentucky Public Schools As Educational Bright Spots (September 2020), Michael T. Childress
CBER Research Report
Understanding the reasons for better‐than‐expected performance across Kentucky's 173 school districts, taking into account student outcomes, backgrounds, and school district characteristics. Building on the previous work with school districts and using school-level data, this paper discusses the estimated expected level of school-level performance using district-level fixed effects. From this broad range of student outcomes, family and community backgrounds, and school characteristics, we identify schools that have performed better than expected—which we refer to as “bright spots.”

Unchartered Territory For The "Bluegrass State": Lessons To Be Learned From Over A Quarter-Century Of State Charter School Legislation, Kevin P. Brady, Wayne D. Lewis Jr.
Arkansas Law Review
Charter school success or failure is not simply a matter of chance. Both the existence and aggregate quality of charter schools in a state depend on the provisions of state charter school laws. These laws address a wide range of issues and vary from state to state. But the experiences of states with significant charter sectors, as well as those with innovative charter policies, provide important lessons for the charter school movement as a whole.

This nearly perfect replicated study (Millay, 2003) was a superintendent recruitment simulation with the purpose of investigating factors that influence recruiting qualified individuals to serve as district superintendents of public schools. The study was a factorial experiment involving a four-way 2 x 2 x 2 x (3 x S) fixed-factor betweenwithin analysis of variance (ANOVA) which yielded 24 cells. The participants in the study were Kentucky Superintendents (N = 72) and individuals in Kentucky certified to be a school superintendent (N = 72) but employed in another position.
The between-groups variables were superintendent job status (superintendent, certified), district wealth (high, …

The Educational Experience Of Students Who Are Deaf And Hard Of Hearing In Kentucky, Emory Bell
The Educational Experience Of Students Who Are Deaf And Hard Of Hearing In Kentucky, Emory Bell
Kentucky Journal of Undergraduate Scholarship
Children who are Deaf or Hard of Hearing (DHH) require much specialized instruction in order to successfully learn in school. Through my course of studies in the Education of the Deaf and Hard of Hearing program at Eastern Kentucky University, I was made aware that there is a shortage of teachers of the deaf in Kentucky, and that as a result many children who are DHH are being taught by teachers without specialized DHH certification. This led to me to wonder just what the educational experience of a child who is DHH in the state of Kentucky looked like. Through …

I Landed A U.F.O. On Main Street: An Autoethnography Of The Founding Of An Arts Education Organization In Appalachian Kentucky, Elise L. Kieffer Phd
Faculty & Staff Research and Creative Activity
Abstract: The Appalachian region in the southern mid-west has long been the source of stereotyping for dramatic and political affect. Through the course of nine years as a resident in an Appalachian community in south-central Kentucky, the author experienced life as it is lived by the local people. Through the establishment of an art education organization, the author became entwined with local families and became familiar with the origins of many of those stereotypes. Using autoethnography to interpret her experiences, through the lens of academic research, the author will confront the primary issues that surfaced: the acute designation of outsider …
An Exploratory Comparison Of Kentucky Public School Districts That Primarily Select The “Compensating Rate”, Andrew J. Wells
An Exploratory Comparison Of Kentucky Public School Districts That Primarily Select The “Compensating Rate”, Andrew J. Wells
MPA/MPP/MPFM Capstone Projects
Public school districts in the Commonwealth of Kentucky are primarily funded from federal, state, and local sources. While the proportion of each of these funding sources differs from district to district, the local property tax is one source that is within the control of locally-elected officials: the members of the local Board of Education. While some Boards of Education choose to increase local tax rates to increase local revenue, others do not. This research suggests that property value assessments and median incomes of districts that choose not to increase tax rates are similar. A majority of the counties studied are …
