One way of analyzing United States investment in human capital is through examination of the nation's high school graduation rates. High school graduation has an impact on society's growth and prosperity. This study examined states fiscal effort toward education and its impact on state high school graduation rate. Utilizing a qualitative design state fiscal effort and state high school graduation rate were examined over a 25 year period from 1986-2010. Multiple regression analysis and repeated measures ANOVA was used to determine if sustained fiscal effort had an interaction with state high school graduation rate over time. As a nation, Turkey sees education as an essential component in building its economy to world class levels. Yet school equity and teacher quality issues are preventing Turkey from fully developing its human capital. Authors discuss the concept of education as an investment in human capital, Turkey’s human capital challenges, equity practices which undermine the widespread development of Turkey’s human capital, how improving teacher quality could help remedy the situation, and recommendations to strengthen Turkey’s education as an investment in human capital.

Existing research illustrating a significant relationship between school spending and student achievement is expanding. However, research specifically investigating the relationships between capital expenditures (maintenance, renovations, and construction) and instructional expenditures (teacher quality, teacher salaries, textbooks, class size) with student achievement both individually, and as a function of overall school spending, is lacking. Recent studies have linked school spending to student achievement in an attempt to increase school funding as a response to No Child Left Behind Act (2001) mandates.
