Financial Incentives For Adoption And Kin Guardianship Improve Achievement For Foster Children, David Simon, Aaron Sojourner, Jon Pedersen, Heidi Ombisa Skallet

Difference-in-differences analysis of linked administrative data estimates effects of a Minnesota policy change that increased the payments to adoptive parents and kin guardians for children ages 6 and older, making them equal to what foster care payments were, but didn’t for younger children. Equalizing payments raised average academic achievement by 31 percent of a standard deviation three years after foster children’s cases started, raised the value of payments by about $2,000 per child during this period, raised the monthly chance of moving from foster care to adoption or kin guardianship by 29 percent, improved school stability, and reduced school suspensions.

The People Want The Fall Of The Regime: Schooling, Political Protest, And The Economy, Filipe R. Campante, Davin Chor

We provide evidence that economic circumstances are a key intermediating variable for understanding the relationship between schooling and political protest. Using the World Values Survey, we find that individuals with higher levels of schooling, but whose income outcomes fall short of that predicted by their biographical characteristics, in turn display a greater propensity to engage in protest activities. We discuss a number of interpretations that are consistent with this finding, including the idea that economic conditions can affect how individuals trade off the use of their human capital between production and political activities. Given that demographic trends in economically advanced industrial countries such as our own continue to shift toward increasingly older, formally retired populations, we need to find ways to keep more of this older retired population productive. Economists and others differ in their estimation regarding the ability and/or willingness on part of the retired to retain, let alone utilize the know-how, the human capital accumulated prior to retirement.
