Media outlets, as well as many leaders across the state, have recently been trumpeting the Natural State’s fifth-place ranking in the latest release of Education Week’s Quality Counts, which assigns letter grades to every state on a menu of education measures, to suggest that Arkansas schools “rank fifth in the country.” On the other hand, the state received a D on the Student Achievement category of Quality Counts and many Arkansans are accustomed to seeing Arkansas ranked at or near the bottom among all states on measures related to education and economic well-being. The National Assessment of Educational Progress (NAEP), also known as “the Nation’s Report Card,” is a national assessment of what students in each state know in various subjects. The grade 4 and 8 mathematics and reading portions of the NAEP were administered in 2009. We highlighted the math results, which were released last fall, in the 2009 Arkansas Report Card (http://www.uark.edu/ua/oep/report_cards/2009_Report Card.pdf). The 2009 reading scores were released at the end of March, 2010. This policy brief highlights the recent NAEP reading results and demonstrates, bluntly, that growth has stagnated both in the U.S. and Arkansas.

In an attempt to gauge the educational progress of the nation and each state, Education Week has published state report cards since 1997 in its annual Quality Counts series. The 14th annual report - Quality Counts 2010 - was released in January. Four of the six categories (Chance for Success, School Finance, The Teaching Profession, and Standards, Assessment and Accountability) were updated to reflect the most current (2010) data. Arkansas received the highest possible grade (A) in the Standards, Assessments & Accountability category, receiving perfect scores in the subcategories for Standards and School Accountability. This chapter focuses on the influence of MI theory in special and gifted education in Australia. In both contexts, the MI impact is evident in changes of teachers’ attitudes and practices towards these students. In gifted education, MI has provided a means to more broadly define and identify giftedness in students across all economic and cultural groups. It has also influenced the design of curriculum materials for gifted students. In special education, MI teachers have transcended a deficit approach; they have become more positive towards students and recognize a wider range of learning potentials.
