The formal structures and processes of school education – including the organisation of the school curriculum, processes for assessing student learning, methods of reporting performance, and the uses to which student results are put – are often inconsistent with what is now known about the best ways to promote human learning. Rather than being designed to maximise every student’s learning, these structures and processes often reflect 20th century priorities, including the use of school education to sort and select students into different education and training destinations, and future careers. Inquiry-based learning (IBL) is a student-centered approach driven by students’ questions and their innate curiosity. IBL was introduced and effectively implemented in the general secondary teaching methods course at the American University in Dubai. The study made use of a mixed methods approach. The high school government course is arguably the main site of formal civic education in the country today. This article presents the curriculum that resulted from a multiyear study aimed at improving the course. The pedagogic model, called Knowledge in Action, centers on a rigorous form of project-based learning where the projects are weeks-long simulations. The first section introduces the course and the study, the second describes the methodology and design principles, the third describes the political simulations that are the spine of the course, and the fourth examines implementation and design issues that emerged across the years. Providing feedback on revision papers provided to a group of Phase 6 apprentice painters and decorators brought concerns regarding the approach to learning of this group of advanced apprentices. Correcting these papers indicated a large degree of confusion and incorrect answers on the paper. It appeared that the gilding module was not being understood at a conceptual level. Recitation of facts was not a problem but the linking together of different aspects of gilding was not happening.
