The concept of literacy has expanded to include understanding and effective utilization of information, media, and technology. The Children's Internet Protection Act requires school districts to teach proper online use and behavior. The lack of a technology requirement in a rural, public school district in Northeastern Pennsylvania that meets the needs of 21st century learners and the conditions of the Children's Internet Protection Act was the rationale for the development of this project study. Many older adults (aged 55 and older) need training to acquire computer knowledge and skills. Using computers and the Internet could provide access to vital resources for improving older adults' health and maintaining their connections with family and society. This study examined 2 psychological constructs--computer anxiety and computer self-efficacy--that have been shown to impact a person's successful use of computers and related technology. Drawing on research in the fields of neuroscience, reading cognition, and the history of writing, the author explores the condition of reading today. Rather than accepting the apocalyptic pronouncements that the Internet is "dumbing down" current readers, the author argues for a more nuanced understanding of the effects of digital media. He argues that the literacies needed for the new digital realm are not new, but are literacies developed over thousands of years. The purpose of this study was to determine a student‟s computer knowledge upon course entry and if there was a difference in college students‟ improvement scores as measured by the difference in pretest and posttest scores of new or novice users, moderate users, and expert users at the end of a college-level introductory computing class. This study also determined whether there were differences in improvement scores by gender or age group. The results of this study were used to determine whether there was a difference in improvement scores among the 3 campus locations participating in this study.

At this study's research site—a small, Virginia community college—faculty, staff and students use digital technology to share information daily, which could cause a problem for some students: students may need digital literacy instruction before the college requires those courses. Another potential problem is that scholars (Stephens, Houser, and Cowan) indicate that some instructors across the academy treat students negatively if students do not demonstrate digital, rhetorical dexterity when communicating—particular digital skills that some students lack.

Information and communication technology literacy is increasingly referred to as the fourth literacy. However, it is neither as well understood nor as readily assessed as reading, writing, and arithmetic. This paper argues that better understanding and more effective measurement of ICT literacy are needed to gauge readiness to both pursue higher education and enter the workforce. The paper builds on existing definitions of ICT literacy by introducing a model that extends the dimensionality of the construct. The purpose of this study was to investigate the relationships between a laptop learning initiative, student achievement, technology proficiency, and attitude towards technology. The initiative, Project One-on-One, was designed to provide teachers with the ability to teach technology integrated lessons in classrooms with a student-to computer ratio of 1:1. This was accomplished by utilizing two mobile laptop labs that were financed through a national grant competition.
