This dissertation investigates work-based learning as a method to prepare students for agricultural careers through three interconnected studies. The first two studies investigate secondary education programs in the United States, while the third study explores postsecondary education in Rwanda. In Study 1, a philosophical research approach explores how the new Supervised Agricultural Experience (SAE) approach, SAE for All, aligns five Foundational SAE components with learning theories and supports Career and Technical Education priorities. Existing research documents the importance and relevance of career and technical education (CTE) throughout American history. Beginning with the passage of the Smith-Hughes Act of 1917 to the passage of the Strengthening Career and Technical Education for the 21st Century in July of 2018, federal and state legislation continue to shape vocational education within our public-school systems. The Decline Of Routine Tasks, Education Investments, And Intergenerational Mobility, Patrick Bennett, Kai Liu, Kjell Salvanes

How does a large structural change to the labor market affect education investments made at young ages? Exploiting differential exposure to the national decline in routine-task intensity across local labor markets, we show that the secular decline in routine tasks causes major shifts in education investments of high school students, where they invest less in vocational-trades education and increasingly invest in college education. Our results highlight that labor demand changes impact inequality in the next generation. Low-ability and low-SES students are most responsive to task-biased demand changes and, as a result, intergenerational mobility in college education increases.

The purpose of this paper is to review the importance of creating a practical pairing of CTE and students with special needs. The combination is not without problems. Proper training to fully implement inclusion for CTE instructors and career counseling may be necessary to make significant improvements for current programs. The purpose of this study was to develop a valid, reliable measure of career literacy skills called the Career Literacy Continuum Scale (CLCS). Career literacy is a person’s ability to read, understand, evaluate, and make decisions based on career-related information. The study participants were adolescents in grades 6 - 12 who attended public school in the southeastern United States. This study used an instrumentation research design and was conducted in two phases, item generation followed by test analysis and optimization.

Teacher retention is a significant issue impacting educational agencies around the country. Factors that have been found to be predictors of teacher retention include sense of belonging, sense of efficacy, and job satisfaction. Many personal and professional characteristics of a teacher also have been found to predict teacher retention. The purpose of this research was to explore how these factors predicted Technology and Engineering Educators' (TEE) teachers’ persistence to remain in the teaching profession. Women may perceive barriers when considering educational and career options in predominately male-dominated STEM-focused (science, technology, engineering, and mathematics) programs and settings. This qualitative, phenomenological study, emphasizing the social cognitive career theory, explored women’s perceptions that influenced the decision-making process to pursue nontraditional educational paths and careers in career and technical education fields such as architecture and construction while considering gender-associated challenges, culture and racial-ethnicity, and career and technical education stigma. The purpose of this quantitative study was to examine career and technical education (CTE) students’ perceptions of CTE teacher interpersonal behaviors and their impact on student achievement. This study is important because teacher-student relationships impact student achievement and CTE struggles with students earning concentrators and/ or completers. Wubbels et al.’s (1985) 48-item student questionnaire of teacher interaction was administered to CTE students enrolled in CTE courses. Descriptive statistics revealed students perceive their teachers as having more leadership, understanding, and helping/friendly behaviors and less uncertain, student responsibility/freedom, admonishing, dissatisfied, and strict behaviors. Community colleges are the leaders in facilitating career and technical education (CTE), and faculty help develop program offerings on campus. This study explored faculty perceptions of community college CTE programs using the survey research method. Participants included 36 faculty members from various disciplines from 15 state colleges in Florida. Participants were sent a digital survey and asked to use a scale from 0 (do not agree) to 8 (agree) to score their agreement level with 43 statements of opinion. The purpose of this study was to determine the relationship between student participation in Technology Student Association and the development of soft skills necessary for gainful employment. In this study I deployed quasi-experimental methods to explore the effect of the implementation of a statewide free-college program, Tennessee Promise, on enrollment in postsecondary career and technical education programs. State policymakers implemented the Tennessee Promise, a free-college program for recent high school graduates attending public, two-year institutions, in 2015. As postsecondary attainment in the United States falls short of workforce needs, there has been an increased focus on postsecondary career and technical education credentials and degrees linking workforce needs directly with educational programs (Lumina, 2019; Perkins V, 2019). This study was conducted using quantitative methods to determine if a relationship exists between former Career and Technical Education (CTE) concentrators’ Technical Skill Assessment (TSA) performance and their attaining related placement after high school. The study included data from 65,606 Missouri CTE concentrators who graduated during the years 2015-2019. To investigate the relationship between TSA assessment performance and attaining related placement, multiple descriptive models were run and disaggregated by CTE program area, gender, race/ethnicity, IEP status, and SES. This study was an investigation of three rural high schools in western North Carolina to examine the perceptions of community employers, principals, and career and technical education (CTE) directors as to the skill levels of graduates from CTE programs. The study also determined if the skills being taught in secondary schools meet the needs of community employers. Qualitative data were collected from high school principals, CTE directors, and regional employers via open-ended questions and one-on-one interviews. Students in the U.S. write poorly. Although postsecondary and workplace writing expectations continue to rise, writing instruction has largely remained unchanged over time. As a result, student writing outcomes continue to fall below expectations from both an assessment and hirable proficiency standpoint.
