High quality Career and Technical Education (CTE) teachers are necessary in order to prepare students to fill the gap in the nation’s technical workforce. Technical skills taught by high school CTE teachers assist students as they continue their education in post-secondary technical schools. Post-secondary CTE teachers assist students in their preparation for future high-wage, high-demand technical careers. Faculty creation and adoption of OER and ZTC materials can provide students with benefits that extend beyond no-cost or low-cost considerations. These materials can be the foundation of more culturally relevant classroom materialsthanstudents are used to seeing. Open educational resources (OER) have been developed to free students from the expense and instructors from the restrictions of commercial materials. There has been a wealth of empirical examination on numerous aspects of OER. The purpose of this narrative review is to synthesize and integrate the findings on OER in psychology to assist instructors in making informed decisions about course materials. Topics in this review were organized according to the COUP framework of cost, outcomes, use, and perceptions. Results indicated that OER adoption yielded cost savings while generally having similar or better outcomes in terms of grades. Students typically reported …

The cost of textbooks has continued to increase, and the financial effect on students in higher education is significant. Numerous studies have been done to learn more about student and faculty perceptions toward Open Educational Resources (OER) use. Recent studies confirm that most instructors would use OER in order to alleviate the financial burden placed on students; however, OER adoption rates do not reflect this belief. The California Open Educational Resources Council (CAOERC) was formed in 2014 to find solutions to reduce the cost of college textbooks without impacting quality. Comprised of faculty from California's three public higher education systems, the CAOERC conducted a field study of 16 faculty using OER materials to discover practical knowledge about the challenges of adopting OER textbooks. The quality of the OER textbooks received positive reviews. The faculty also reported being more engaged with their teaching. The faculty felt that availability of OER support materials was a challenge to implementing OER. The following article presents the results of the CAOERC's …

Does Audience Matter? Comparing Teachers' And Non-Teachers' Application And Perception Of Quality Rubrics For Evaluating Open Educational Resources, Min Yuan, Mimi Recker

While many rubrics have been developed to guide people in evaluating the quality of Open Educational Resources (OER), few studies have empirically investigated how different people apply and perceive such rubrics. This study examines how participants (22 teachers and 22 non-teachers) applied three quality rubrics (comprised of a total of 17 quality indicators) to evaluate 20 OER, and how they perceived the utility of these rubrics. Results showed that both teachers and non-teachers found some indicators more difficult to apply, and displayed different response styles on different indicators. In addition, teachers gave higher overall ratings to OER, but non-teachers' ratings …

Sacred Heart University’s OER initiative has seen positive results in its first stage of planning and implementation. Five factors have been driving change – tactical planning, collaborative networking, awareness building, impact measurement, and pedagogy focus. Using evidence-based examples, we share strategies for cost-savings, increased access, and enhanced pedagogical practices.

This study examined the perceived learning of students using open educational resources in face-to-face and distance education courses at nine community colleges in the southeastern region of the United States. The purpose of this causal-comparative study was to determine if students using open educational resources perceive learning differently from those using traditional textbooks as measured by the Cognitive, Affective, and Psychomotor (CAP) Perceived Learning Scale (Rovai, Wighting, Baker, & Grooms, 2009). The purpose of this case study was to document stakeholders’ perceptions of adopting and integrating OER materials in higher education. Specifically, this study sought to understand the perceptions of institutional faculty, librarians, instructional designers, and students with the adoption and use of OER at a state college in east Florida. Semi-structured interviews were conducted with institutional faculty, librarians, and instructional designers. A survey was distributed to students enrolled in OER integrated courses during the Spring semester. Theoretical perspectives on the adoption and diffusion of OER as an innovation were grounded in Roger’s Diffusion of Innovation theory.

Libraries are leading and innovating in the movement for the creation and adaptation of openly licensed content, whereby the creator can retain, reuse, revise, remix, and redistribute content.
