Computer software for music has made a significant impact by affecting the perspective of music making, music creating, music education, music production, and music distribution. This impact continues to evolve as individuals seek new avenues of musical expression. Educational leaders at the state and district level are struggling to provide adequate funding for schools due to the uncertainty of the economic outlook throughout the country. Although several states have requested and received waivers for the No Child Left Behind Act of 2001 (NCLB), many school systems still find themselves in the difficult position of providing enough instructional time dedicated to the four primary core content areas (language arts, math, science, and social studies) to allow students to be successful in high stakes standardized testing. The purpose of this study was to identify and detail the contributions and methods, decisions and specific techniques that Dr. Bobby Adams used while President of the Florida Bandmasters Association and Director of Bands at Stetson University to build and maintain a nationally recognized collegiate wind band program and a strong music education division at a private liberal arts university. Through historical documentation from the archives at Stetson University, interviews, phone calls, and emails, a brief overview of the United States wind band and its development at the tertiary level was discussed. This thesis project, titled “Music Education for Mental Health: Creating a Participatory Music After School Program,” consists of a research paper and curriculum guide for the creation of a nonprofit after school program that will use music education to help youth with depression and anxiety. This program provides participatory music experiences to students in a supportive, cathartic environment. Since 2007, many U.S. music education programs have been negatively affected by budget reductions at the local, state, and national levels. Although researchers have studied the effect of budget reductions on music education, they have not widely examined the perspectives of teachers who have experienced these reductions. The purpose of this study was to explore elementary music teachers' personal and professional experiences with budget reductions, and the perceptions of how their programs, students, schools, and communities have been affected by the budget reductions.
