In these undertakings, the role of community members remains largely undefined. The purpose of this qualitative descriptive case study was to understand the perceptions held by rural community members regarding the role they played in influencing government's policy priority for technical and vocational education and training (TVET) as a local human development strategy in postconflict Liberia. This descriptive study used preexisting student and parent surveys to examine cyberbullying in two rural middle schools. This study was guided by the social dominance theory, which says that individuals establish themselves in social hierarchies, and by the social-ecological framework theory, which suggests that behavior is influenced by many related systems. This study identified the rates of occurrence of methods used for cyberbullying, types of Internet access available, parental awareness, intervention, and resolution of cyberbullying issues. Professional learning communities (PLCs) have become popular in schools to help improve student achievement. One local middle school implemented a PLC community, yet experienced problems with sustaining the concept and moving forward. The purpose of this study was to develop a grounded theory (GT) that reflects teachers' perceptions of students' behavior, students' need for support, and students' skill deficiencies. Faith-based organizations have developed programs to address these problems by using adult male volunteers to mentor high-risk youth; however, recruiting sufficient mentors is a problem because organizers lack an understanding of the factors that motivate men to volunteer. Despite more than $1 trillion spent annually on poverty remediation, impoverishment in the United States persists unabated. With a U.S. poverty rate greater than 10% for more than 4 decades, economics are neither poverty's cause nor cure. As such, non-economic poverty remedies require exploration and expansion.
