The process of rating written language performance is still not well understood, despite a body of work investigating this issue over the last decade or so (e.g., Cumming, 1990; Huot, 1990; Vaughan, 1991; Weigle, 1994a; Milanovic et al., 1996). The purpose of this study is to investigate the process by which raters of texts written by ESL learners make their scoring decisions using an analytic rating scale designed for multiple test forms. This paper discusses the concept of 'pathways' as an organising idea in Australian education and in the climate of a rapid decline in the number of full-time jobs available to 15 to 19 year-olds together with increasing education participation rates for the 15 to 24 year-olds. The two major objectives of the pathways concept are noted as connections between schooling and work for those who will not enter university or start apprenticeships, and helping young people navigate through an increasingly complex array of training and education options. This paper details a model of teacher professional growth and relates the model to the research data on which the model is empirically founded. A key feature of the model is its inclusion of four analytic domains in close correspondence to those employed by Guskey (Educational Researcher 15(5), 1986) and others, but the model proposed in this paper identifies the specific mechanisms by which change in one domain is associated with change in another. The interconnected, non-linear structure of the model enabled the identification of particular “change sequences” and “growth networks”, giving recognition to the idiosyncratic and individual nature of …

"Elections, Voting And Democracy In Local School District Governance", Abe Feuerstein

This article examines the role of school board elections in local school governance. The article argues that the history of school governance including many current reforms such as mayoral takeovers, state intervention, and various market driven models tell a story of decreasing public voice in local educational affairs. The article further argues that the current lack of faith in government in general and school boards in particular is related to an adversarial view of democracy. Deliberative democracy is presented as an alternative to adversarial practices that rely too heavily on elections and voting to create a sense of legitimacy. Some …

This paper describes a dynamic load balancing approach to distributed server farm systems. This approach overcomes the interference caused by non-negligible very-large tasks in the heavy-tailed distribution. First, a subset of tasks is allocated proportionally to the processing capability of participating servers by taking into account their remaining processing time. Later, tasks in the servers are processed in order of priority to optimise the system response time. The proposed load balancing algorithm also takes into account the information on server loads to avoid load imbalance caused by very large tasks. One problem of propagating the globally fittest individual via neighbourhood evolution in both the island model and the cellular model of existing parallel genetic algorithms (PGAs) is that the migration of the globally best individual is delayed to non-adjacent processors. This may cause an inferior search in those sub-populations. The propagation delay of the globally best individual is proportional to the network distance between two processors. Delayed migration of the best individual in PGAs is an essential deviation from the sequential version of the genetic algorithm, in which the best individuals are always used to compete with other individuals. Eminent scholar Harry Edwards (2000) has articulated three major realities of African American males in sports: a) The presumption of innate, race-linked black athletic superiority and intellectual deficiency; b) media propaganda portraying sports as a broadly accessible route to African American social and economic mobility; and c) a lack of comparably visible, high-prestige African American role models beyond the sports arena. Driven by labeling theory (Becker, 1963; Goffman, 1959), eight African American male student athletes were surveyed and interviewed. The last two points of Edwards' scholarship were investigated. The purpose of this paper is to attempt to synthesize and apply African American racial identity theory and related research to the development of sport and physical activity patterns and preferences in African American youth. Historically the African American over-representation in particular sports phenomena has been examined genetically, anthropocentrically, physiologically, sociologically, and psychologically.
