The author provides a sensitive and detailed analysis of policy initiatives stretching from Australia's Language to the National Literacy and Numeracy Plan. Given the richness of research and curriculum development over the past decade, the author argues that we are entitled to feel reasonably optimistic about Australia's future as a literate nation.

'Lifelong employability' — the capacity to be productive and to hold rewarding jobs over one's working life — is no longer guaranteed by the education and training received in childhoodand youth. The continuous structural changes affecting all OECD economies have increased the importance of up-to-dateskills and competences. Responding to this requirement calls for the development of effective strategies for lifelong learning.

This thesis describes a research study that investigated associations between teachers' perceptions of principals' interpersonal behaviour and psychosocial environments of secondary schools in Australia. In the past 25 years, much attention has been given to the development and use of instruments to assess the qualities of the classroom and school environment from the perspectives of students and teachers. A new instrument (the Principal Interaction Questionnaire) was developed and validated to measure principals' interpersonal behaviour as perceived by their teachers. In this report we examine the biological and molecular basis of the control of sympathetic neuron differentiation and survival by NGF and neurotrophin-3 (NT-3). NT-3 is as efficient as NGF in mediating neuritogenesis and expression of growth-associated genes in NGF-dependent sympathetic neurons, but it is 20-40-fold less efficient in supporting their survival. Both NT-3 and NGF induce similar sustained, long-term activation of TrkA, while NGF is 10-fold more efficient than NT-3 in mediating acute, short-term TrkA activity. At similar acute levels of TrkA activation, NT-3 still mediates neuronal survival two- to threefold less well than NGF. However, a mutant NT-3 …

There are three methods of maximum likelihood estimation that are commonly used with Rasch item response models: Joint maximum likelihood, which provides point estimates for both person and item parameters; conditional maximum likelihood, which produces estimates for the item parameters only, and marginal maximum likelihood, which produces estimates of the item parameters and parameters of the distribution from which it has been assumed that the persons have been sampled. Multilevel Latent Variable Modeling In Multiple Populations, Siek Khoo, B Muthén, J Gustafsson

Modeling is described for the simultaneous analysis of two-level data in several populations. A typical example is cluster sampling of students within schools, where schools of different types are represented, eg public and private schools. Multivariate measurements on each student are assumed to give rise to a latent variable model. Of interest is to study across-population differences and similarities with respect to the within- and between-group covariance matrices and with respect to the mean vector. The methodology is illustrated by a comparative analysis of achievement structures in Catholic and public schools.

The paper discusses (i) evidence on the importance of human capital and lifelong learning for labour market outcomes; (ii) the barriers to lifelong learning that can arise in the transition from initial education to work; (iii) major features of the situation of poorly qualified adults and the barriers to lifelong learning that they face; and (iv) the role that Labour Ministers and labour market policies can play in facilitating lifelong learning.
