This paper is an analysis of today’s American education system, how it has come to be, and why it seems to consistently fall behind when compared to other countries. Beginning with an evaluation of American education today, this paper follows the implementation of recent policy, the deep issues facing the education system and what can be done to address them. Specifically, it explores why, despite such bipartisan legislation like the No Child Left Behind Act, many students and teachers are still being left behind, and why common arguments about education policy continue to fail students. Despite substantial growth within the Latinx population and its access to higher education, there are still significant gaps with regard to degree attainment. In 2015, 36% of U.S. adults aged 25 and older had at least a bachelor’s degree. However, only 15% of those adults were Latinx, the lowest percentage amongst any racial/ethnic minority (NCES, 2016). While 67% of non-Hispanic White students entering four-year colleges complete their degree in six years, only 47% of Latinxs do so (Carey, 2009). Purpose: The purpose of this descriptive, qualitative study was to identify and describe the importance of the predictors of juvenile recidivism and the effectiveness of efforts to prevent/avoid juvenile recidivism as perceived by previously detained, arrested, convicted, and/or incarcerated adult students 18 years of age and older exiting from alternative education in Northern California. A second purpose was to explore the types of support provided by alternative schools and the perceived importance of the support to avoid recidivism according to adult students 18 years of age and older exiting from alternative education.

For decades, U.S. higher education enrollments have been stratified with students from wealthier households consistently attending postsecondary institutions at higher rates than low-income students. The disparity in postsecondary participation rates by family income is a systemic issue (M. J. In the United States over thirty-five percent of school-aged students were directly involved in bullying incidents. Tragic news stories about suicides and school violence raised awareness about the importance of addressing this global issue (Van Der Zande, 2010). To date reports further indicate that more females are involved in indirect relational bullying than males.
