Students today require skills and dispositions different from those of the past. Despite ongoing efforts to initiate change in schools through reform efforts, little has changed within educational institutions. Current reform efforts do, however, create conditions for principals to lead disruptive innovation within their schools. Teacher effectiveness is a key driver of student achievement but persistently difficult to measure. Although precollege student surveys are one cost-effective alternative to traditional observation measures, little empirical research has been conducted on their factor structure. The purpose of this study was to investigate the validity of the Tripod Survey, a widely adopted precollege survey, as a measure of teacher effectiveness. The dataset was the Measures of Effective Teaching (Year 1, N = 1,024 Grade 9 classroom sections, 20,500 students; Year 2, N = 488 Grade 9 classroom sections, 8,658 students). According to institutional theory, organizations in complex fields like education seek legitimacy by aligning formal descriptions of their activities to institutional rules supported by regulators, professional groups and exemplar organizations. This study presents a new technique for measuring isomorphism and the strength of institutional forces within fields using quantitative content analysis of organizational language. This study explores private higher education and implementation of quality assurance procedures in Ghana, a country in West Africa. While focusing on the three main isomorphic classifications (coercive, mimetic and normative) of DiMaggio and Powell’s (1983) institutional theory, this study examines how regulatory measures are not only designed to enhance the quality of private higher education institutions, but also how they impact the efforts employed by private providers towards meeting quality assurance standards in the environment in which they are located. Educational administrators assume that government-imposed policies are foundational to everyday decision-making in their respective districts; however, inherent to policies are the interpreters and the ramifications of their interpretations. Personnel responsible for interpreting and implementing new special education policy, in Local Education Agencies (LEAs), are the local directors of special education. This study examined the role of networking and the spread of isomorphic pressures by isolating the factors influencing special education directors in the implementation of federal, state, and local policy at the local level.
