Since the implementation of the No Child Left Behind (NCLB) Act, achievement gaps have guided education reform work. The focus on these gaps in student outcomes has been standardized and has lacked consideration of the inputs that create the academic achievement disparities between demographic groups of students. These gaps are often tied to the segregation of learning opportunities, both across and within schools, and perpetuate racist and classist stereotypes of students. A critical need to shift attention from gaps in achievement to a more appropriate measure, opportunity gaps between racially minoritized students and their White peers, is needed. In this …

The challenge we face as educators is how to best prepare our students for an increasingly complex and interconnected world. A growing interest in global citizenship education is evidenced by its inclusion in academia related to curriculum development and teacher preparation (Banks, 2008; Merryfield, 2000; 2001; 2003; 2009; Myers, 2006; Nussbaum, 2002). The Black-White achievement and participation gap in mathematics is a major concern for educators in America. In order to understand why these gaps exist and have continued to exist over the years, it is important to identify some of the factors that may contribute to them. However, one of the limitations in identifying factors that influence the disparities in achievement and participation between Black and White students is the issue of finding comparable and representative groups.
