This phenomenological study explored Louisiana legislative charter school policies and the extent to which those policies empowered Black public-school parents in the New Orleans charter school experiment (NOCSE). Parent empowerment, the sharing of power with parents, has been a missing component both in scholarly literature and in charter school policy and implementation (Ferlazzo, 2011; Hsiao et al., 2018, Murray et al., 2013). The No Excuses model of education has routinely been labeled abusive and harmful to students. The No Excuses model has garnered significant pushback from students, families, and stakeholders because of procedures and policies that have caused physical, mental, and bodily harm to young students. While many education stakeholders have examined how No Excuses charters and their policies have harmed Black children, not many have examined why. Purpose: The purpose of this sequential explanatory mixed methods study was to determine the relationship between independent study charter schoolteachers’ emotional intelligence (EQ) scores, as measured by the Schutte Self-Report Emotional Intelligence Test (SSEIT), and the number of credits earned in a learning period by their students. The study investigated sources of information parents use in their school search, factors influencing them to apply to a magnet school, features of charter and private schools that attract them, and reasons for choosing a magnet school.
