Teaching and learning for emergent bilinguals is often based on monolingual instructional assumptions which ignore how emergent bilinguals use their entire linguistic repertoire to communicate and make meaning. Cummins (2018) argued that “emergent bilingual students struggle, often unsuccessfully, to escape from the externally imposed identity cocoon within which they find themselves” (p. x). This struggle leads to negative views and deficit thinking approaches to educating these students. In today’s educational context, meeting the cognitive needs of bilingual students is not sufficient. Schools must provide learning opportunities to affirm their identities to support their academic success. Biliteracy in this study is measured using an absolute difference score that takes the difference in degree of ability in vocabulary and comprehension in both Spanish and English to create two separate biliterate continuums. The research study evaluated the implementation of a kindergarten Spanish dual language immersion program (DLI) using Stufflebeam’s (2003) context, input, process, and product (CIPP) model of program evaluation. The study aimed to determine specific strategies to best implement a learning initiative not just in a stable year but also in a time of duress such as COVID-19. To reduce the achievement gap and stem the increasing dropout rate of English Learners (ELs), a one-way dual language program, Academia Bilingue, was introduced at Sterling High School. ELs then and now account for approximately 20% of the students in the district. A significant academic achievement gap had existed between ELs and their English-proficient counterparts. This case study examines oral language development during structured guided reading instruction in English and Spanish in a second grade dual language classroom. The participants in this study included four focal second grade students identified as balanced emergent bilinguals. The four case studies offer insights into the development of five oral language components: phonological skills, morpho-syntactic skills, vocabulary, syntax and pragmatics in English and Spanish that students undergo as they develop biliteracy. In the context of the Northwest Arkansas (NWA) regional setting, this study examines the effects of the Spanish for Heritage and Native Speakers (SHNS) model from multiple vantage points. Quantitative data examined the effectiveness of a Two Way Bilingual Immersion program on the biliteracy and academic achievement of elementary English learners in southern California. Scores from the California Standards Test (CST) for language arts and mathematics were used to compare the effects of a bilingual curriculum on Hispanic English learners and Hispanic English Only Speakers. English learners' average group scores increased significantly; average group scores for English Only Students' decreased. The Standards Test in Spanish (STS) scores indicate English learners' gains in biliteracy development. Despite major gains in working-class Latin@ immigrant graduation rates and college attendance in recent years, most educators and administrators still perceive Latin@ students with deficit mindsets. Majoritarian storytelling perpetuates deficit myths about working-class Latin@ immigrant students and their families not valuing education. This study joins a growing body of research that uses counterstories to challenge deficit mentalities in education toward working-class Latin@ immigrant students and their families.

This report advocates for my district's participation in the Illinois State Seal of Biliteracy Program, which became law in August, 2013. This program places value on developing bilingual or multilingual citizens. Through the demonstration of proficiency in English and one or more foreign languages, students can earn the State Seal of Biliteracy, which is recognized on high school diplomas and transcripts. The Naskapi language is the language of instruction in the early primary grades of the school in the Naskapi community.
