Secondary school administrators play a vital role as instructional leaders, but little is known about their knowledge of science practices and perceptions of strategies for supporting reform-oriented science instruction. This multiphase, mixed-methods Q-Methodology study explored administrators' perceptions of instructional leadership and, in particular, high-quality science instruction. After a concourse of 40 items was developed through a review of literature and an expert panel, n = 22 administrators from one urban school district completed a Q-sort and a post-sort questionnaire in which they commented on a lesson excerpt. This article investigates school system leaders’ influence and control over local teacher supervision and evaluation systems (TSES) guided by the United States’ (U.S.) Every Student Succeeds Act (ESSA). Using qualitative, textual document analysis methods, we analyzed 50 states’ ESSA policies to determine the extent to which local education agencies have flexible TSES authority granted by state and federal guidelines. The study findings indicate that a majority of U.S. state-level policies mandate standardized TSES tools and processes at the local district level. But Are They Good Teachers? Examining Who Takes Up Teacher Leadership And How Their Instruction Differs From Their Peers, Peter D. Wiens, Jori S. Beck

Teacher leaders function in many roles in supporting school success including instructional leadership and supporting colleagues. This study draws upon the Status of the Social Studies Survey (Fitchett & Vanfossen, 2013) to examine the responses of 6,702 US-based middle and high school social studies teachers to understand the antecedents of teacher leadership and the instructional practices of these individuals compared to their peers. Survey responses indicate that the vast majority of social studies teachers report participating in some aspect of teacher leadership. Teacher leaders tend to be less experienced and have less educational attainment while employing more research-based instructional techniques.

The Every Child Succeeds Act of 2015 signaled a shift toward the recognition of the importance of school leadership, reflecting a growing body of literature that demonstrates principals are second only to classroom instruction in supporting student success. Data-driven instructional leadership leveraged to improve teachers’ instructional practices provides opportunities for teachers to reflect, collaborate, and improve instructional practice. Data-driven leadership has been studied, but achievement results have not been a common topic. It is of value to understand the aspects of school leadership with causal nexus to student outcomes and what actions by leaders are associated with positive student outcomes. Purpose: This study examines how district governance and different school contexts in Denver’s portfolio management model affect shared leadership for learning. We define this as shared influence on instructional leadership and school-wide decision making, which research suggests have strong ties to student achievement and teacher commitment. Method: We analyze interview data from 53 administrators, teacher leaders, and teachers in eight case study schools and teacher surveys in 48 schools. In both data sets, we purposively sampled based on variance in school performance ratings and by school type (e.g., traditional public, stand-alone charter, charter management organization [CMO], and innovation schools). Principal Instructional Leadership For Teacher Participation In Professional Development: Evidence From Japan, Singapore, And South Korea, Taeyeon Kim, Youngjun Lee

We investigated the relationship between principal instructional leadership and teacher participation in multiple types of professional development in Japan, Singapore, and South Korea. Using the Teaching and Learning International Survey dataset of 2013, we employed two-level logistic regression models to estimate the rigorous effects of principal instructional leadership that were separated out from teacher-level effects. We found that the influence of principal instructional leadership on teachers’ participation in professional development varied across types of learning activities and countries. Paraeducators play an important role in the classroom supporting students and certificated teachers. However, literature on the actual roles of paraeducators has revealed that paraeducators are rarely included in the teaching team (Patterson, 2006). Paraeducators are frequently asked to perform difficult or unpleasant jobs and may not be recognized as important professionals who support the educational system (Giangreco, Suter, & Doyle, 2010; Lucero, 2010). This presentation was a people's choice session at the 2018 ISTE conference and engaged participants in conversations about coaching approaches that when coupled with strategies to evaluate Open Educational Resources (OER) can build the capacity of teachers and improve the learning by students. The session provided participants with opportunities to discuss leadership approaches to the evaluation of OER resources that are consistent with education policies, build the capacity of educators and improve the quality of learning by students; and coaching methods for school leaders that enables the identification, analysis, curation and incorporation of OER resources into classroom practices.

Dr. Oliveras-Ortiz describes principals' view of changing classroom environments because of the state of Texas Assessments of Academic Readiness tests. Further, she shares instructional leadership viewpoints of campus principals and proponents and opponents of high-stakes testing. This mixed method study surveyed and interviewed principals from four large school districts in Texas to understand their perceptions of changes in their leadership practices working under accountability practices.

Background
The work of contemporary school principals is intensifying in terms of its complexity and volume. Many factors moderate and drive such work intensification. This study aims to understand what and how factors interact to complicate principals’ work.
Methods
Focus groups and an online survey were used for data collection. Three focus group sessions with eight principals were conducted to help develop and refine the online survey. The survey covers 12 key areas in principals’ work and was distributed among the members of Ontario Principals’ Council. Dr. Oliveras-Ortiz conducted a correlational study to examine the relationship between teacher effectiveness and student achievement in a north Texas school district. Results show that the issues school administrators face are much deeper than instructional practices and test preparation. Implications for practice are discussed.

Vance Vaughn and Yanira Oliveras-Ortiz provide suggestions for university faculty and administration preparing principals in their article, Considering an Overhaul to the New Principal Preparation Program. They recommended the importance of understanding accountability and reconstitution in the new age of accountability. In their case study research they examined three school districts over a five year span. From this research, they determined that universities need to include training on walkthroughs and appraisal systems, the correct use of data, and an understanding of curriculum, instruction, and assessment.

Executive coaching has become increasingly commonplace in both the corporate and non-profit sectors as a means of improving professional effectiveness but there is a dearth of empirically-based protocols geared specifically toward the growth needs of school principals. This qualitative case study explores the implementation of a principal coaching protocol using a theories of practice framework based on concepts originally articulated by Argyris and Schön (1 974) and further explicated by the authors in previous publications. This research reports a study conducted in Gilgit-Baltistan of Pakistan. The purpose of the study is to explore the CELM experiences of a government school head teacher. A qualitative case study method was used to investigate the subject matter. The participant was selected on the basis of pre-determined criteria that s/he has participated in the whole intervention programme, and completed all the mandatory tasks assigned during the whole intervention period.
