Giftedness as a construct continues to be contested in academia, in the classroom and around kitchen tables. It means different things to different communities and, as a result, acquiring the "gifted" label looks different around the country. Once labeled, student giftedness produces different responses depending on state and district guidelines. A constant among the patchwork of defining, identifying and responding to student giftedness, though, is a serious racial and economic disparity in who is considered gifted and who is not. Virginia is not an English-only state for PreK-12 instruction. Although English is the official language of Virginia (as stated in the Code of Virginia), no state or federal policies require English as the only language for PreK-12 public education. Having English designated as the official language of Virginia does not prohibit the use of other languages in instruction. This report comes from the MERC Achieving Racial Equity in School Disciplinary Policies and Practices study. Launched in the spring of 2015, the purpose of this mixed- method study was to understand the factors related to disproportionate school discipline outcomes in MERC division schools. Over the last twenty-five years the Consortium on Chicago School Research has engaged in systematic study of more than 400 Chicago Public Schools to determine organizational traits that are related to improvement in student learning. Many studies have examined teacher evaluation but few address the discipline expertise of evaluators and the type of post-observation feedback provided to teachers. With the current focus in mathematics education on processes and justification, the type of post-observation feedback teachers receive is critical to improving instruction. This qualitative study examined the type of feedback and use of observation protocols by evaluators with different mathematical backgrounds. Findings reveal the difference in the nature of discipline specific feedback between observers as well as the difference in the way the teacher evaluation system was employed among observers. This study emerged from discussions within the Policy and Planning Council of the Metropolitan Educational Research Consortium (MERC), a research alliance between Virginia Commonwealth University’s School of Education and seven surrounding school divisions.

Many regions of the United States have experienced rapid shifts in the racial and ethnic makeup of the population over the past decade. As a result, many of the nation’s schools have undergone significant changes in student demographics. This includes growth in the numbers of Asian, Hispanic, and multi-racial students.1 Regionally, enrollment data reflect this demographic change (figure 1). It is also worth noting that these demographic changes are more dramatic in some schools and communities than others. Starting in the early 2000’s with the No Child Left Behind (NCLB) act, federal and state education authorities promoted the use of accountability policies that require schools to meet certain measures of academic progress overtime. Annual Yearly Progress (AYP) and Annual Measurable Objectives (AMOs) have become the new measure of school success. Rigor can be defined in any number of ways. We found an imbalance between the ways in which rigor has been defined by the Virginia Department of Education, and how education scholars define rigor in the respective academic disciplines.

(1) The Commonwealth of Virginia defines rigor as college and career readiness as measured by attendance in post-secondary educational institution, achievement of high Standards of Learning (SOL) test scores, as well as participation in Advanced Placement and International Baccalaureate programs.

In this literature review, we will attempt to address the issue of academic rigor in several ways. First, we will review federal and Virginia policy documents that discuss academic rigor, and the research reports that influenced these documents. We will then attempt to articulate a clear definition of academic rigor that applies across academic contexts. This definition draws on the work of educational psychologists, sociologists, and scholars of teaching and learning.
