Strategies That Contribute To The Sustainability And Success Of Community College Non-Credit Workforce Development Programs, Amy Lovin Henecke

Several factors contribute to the challenges community college leaders face in maintaining and sustaining noncredit workforce development programming. For example, these factors include funding reductions from state legislators and corporations using internal training departments for workforce development. There are community colleges that do overcome these challenges and achieve sustainability, provide revenue to the college, and increase and expand programming. The purpose of this case study was to identify strategies that contribute to the sustainability and success of community college noncredit workforce development programs.

Reform creation and implementation tends to focus on the mechanics needed to ensure intended outcomes are achieved. School relationships are affected by the tension caused by reform implementation. Research suggests trust among teachers and between teachers and their administrator affects the way teachers make sense of, implement, and use new reform efforts. This Delphi study explores barriers and support systems that impact women’s professional advancement in STEM disciplines. There were 20 expert panelists who committed to participate in the study and 15 panelists completed the four rounds of the study after attrition. The panelists were selected based on specific criteria including educational background, diversity within STEM disciplines, experience as a former or current female administrator who served at two-year degree offering institutions, leadership and membership within women’s advocacy organizations in STEM and related workforce education fields, and depth of knowledge and understanding of the research questions. During the 1970s college campuses in the United States were often the venue through which change occurred. Female faculty and students were assertive in their efforts to influence equality between men and women across the country (Morris, 1984). This historical phenomenological study examined the oral history of several women who advocated for women's rights at Old Dominion University (ODU) by establishing the Women's Caucus, Women's Studies Program, and Women's Center during the late 1970s through the 1990s.
