The Regents' Center for Early Developmental Education (University of Northern Iowa) focuses efforts on improving early childhood education (birth through 8 years) in Iowa by supporting educational efforts that emphasize children's interests; experimentation; and cooperation. In recent years; educational reform initiatives have targeted programs for 4-year-olds and younger elementary-aged children. The Regents' Center initiated a comprehensive needs assessment study of early education in Iowa in 1994. Surveys focused on program characteristics such as enrollment; instructional arrangements; staffing; teacher qualifications; parent participation; and other issues relating to program implementation. The special education training program at the University of Northern Iowa provides a systematically integrated program designed to develop professional personnel with the requisite competencies to (a) diagnose and teach; (b) organize and supervise programs; (c) evaluate instructional programs; and d) train professional educators to implement programs for children and youth manifesting retardation and behavioral; learning; and multiple handicaps. This research study surveyed the use of pass/no credit grading in student teaching. The measurement devices used were questionnaires developed to poll the opinions of the following groups: university personnel; coordinators of student teaching; non-center hiring officials; student teachers; center cooperating teachers; and center administrators. Questions asked centered on approval or disapproval of pass/no credit grading in student teaching; opinions of the system's strengths and weaknesses; and suggestions for improvement.
