This document presents an analysis of the challenges of globalization facing American higher education as the incursion in international localization intensifies. Institutions face the dilemma of preserving the legitimacy of the national culture while entering global environments with diverse beliefs and behaviors. The emerging “Risk-Based Leadership Model for Global Higher Education (RLM)” proposes the development of distinctive macro-level competencies (i.e. risk-management models, GLOBE leadership dimensions) and micro-level competencies (emotional intelligence and life-work balance).

Six years after Brazilian universities began embracing affirmative action, higher education in Brazil is no longer the domain of a mostly white elite. Since 2003 more than 1,300 institutions of higher education have adopted quotas for AfroBrazilians and graduates of public high schools. The government has also created 10 public universities and dozens of new campuses in poor areas in an effort to expand access to higher education for the underprivileged. But the debate over the quota system—racial quotas in particular—continues to inflame passions in a country that has long considered itself a racial democracy.

Educators in many disciplines are embracing the wonders of Google Earth to engage their students. This session explains the context of change in education (Web 2.0 and the NetGen students) and how these two trends merge in a new area called Neogeography. The session presents preliminary findings of a research project to identify the early adoption of one Neogeography (Google Earth). Results show a developing use of Google Earth in course assignments at the college and university level, with several resources identified that will become available in summer 2008.

This paper considers the programme validation arrangements in place in one half of the Irish higher education sector. It outlines how responsibility for programme validation can be safely delegated to Institutions within a robust overarching framework for quality assurance. It compares programme validation in Institutions with self awarding status with Institutions that have their programmes validated by a national Awarding agency. The paper concludes that when programme validation in Ireland and (potentially) across Europe is examined more closely, processes that appear to be very different on the surface can be quite similar in reality. Access to higher education for disabled students is far from a right in Latin America, although some countries, particularly Brazil, are making an effort to improve access and conditions for the disabled. Discrimination starts early, at the elementary-school level. Students are either isolated in special schools, which rarely go beyond the eighth grade, or forced to compete in regular schools, without any tools to help them overcome their disabilities. A majority drop out before high school.

This paper addresses the importance of strategic planning as a precursor to assessing organizational performance and outlines a change model that has been used successfully at a small college with limited resources. Grounded in extant executive planning processes, this new model demystifies the strategic planning process and establishes procedures that address the practical and logistical issues associated with facilitating a planning process and ensuring that the plan becomes a document that espouses realistic goals, inspires and motivates members of the campus community, and actually provides direction for departments as they create their work plans and allocate resources.

This is a report on the Los Angeles Transfer and Retention of Urban Community College Students (TRUCCS) Project, which tracks approximately 5,000 community college students from nine campuses of the Los Angeles Community College District in order to gather information on retention and persistence. The project also investigates urban community college student patterns of reverse transfer, remediation, and social integration. The report indicates that the student ethnic and age diversity in the TRUCCS project reflects the total ethnic and age diversity of the Los Angeles Community College District, with Hispanic and African-American students representing a majority of the total enrollment. …
