The recent interest in curriculum development has empahasized the need for a framework in which to integrate many different education goals. Heiss and Mischio have proposed three criteria for a comprehensive curriculum. Good curricula which satisfy these conditions have been developed for use in the normal school programme. However, at present there is a great need for integrated curricula which attend to the special needs of children with general or specific learning disablilities.

For a number of years now, the practical element of pre-service teacher education has been taken in primary and secondary schools under the guidance of members of the school staff, and tutors from the college or university department of education. The tutor may also be called upon to give an assessment of the student's ability to teach. Despite various attempts to break away from assessments by grading, the fact remains that the majority of student-teachers practise are assessed this way. The recurrent problem, then, is on what criteria should the assessment be based?

A composite team from the Public Health Service, the West Australian Institute of Technology, and the Graylands Teachers College conducted surveys on grade 7 children in 1974, and grade 4 children in 1975. The intention of the surveys was to find some relationship between the energy expenditure and the energy intake of each age group. As there is little information concerning the activity patterns of West Australian children the findings of these surveys would serve as a basis for more detailed reports into the physical fitness, activity and dietary balance of children in today's changing society. In view of the policy of the Connnission on Advanced Education not to support a fout' year preservice preparation for primary school teachers, this submission presents the proposed Bachelor of Education degree as a five year program comprising three phases:
(i) A three year full-time pre-service teacher education program leading to the award of Diploma of Teaching (UG2);
(ii) a minimum of one year successful in-field teaching experience;
(iii) a one year full-time or equivalent part-time program leading to the award of Bachelor of Education (UG1).

In the short time available it has been impossible to prepare this submission in anything but general terms. However, the aim has been to comment on four major aspects of the development of tertiary institutions in this State:
PLANNING
1.1 restructuring of the bodies co-ordinating tertiary education
1.2 co-ordinated development of overlapping areas of technical, further and tertiary education
1.3 community college and open-learning operation of tertiary institutions for greater benefit of local communities
1.4 accountability of institutions of advanced education in terms of vocational supply and demand and community benefit proportional to public funds invested in such institutions.

In Western Australia concern had been expressed among those involved in the professional preparation of teachers that there was a tendency to de-emphasize the practical components of courses in favour of the more theoretical academic disciplines.
There was a view expressed, perhaps rather parachially, that Western Australia, disadvantaged by distance for on-going communication between institutions, also appeared to be used very sparingly as a venue for conferences on education.

Health education is a process which effects changes in the health practices of people and in the knowledge and attitudes related to such changes. Education is an internal process for the individual concerned. He educates himself, even though his education is assisted by such means as contacts with health workers, appeals directed to him, information made available, clarification of issues, alternatives, and consequences as a basis for a rational choice. This is the second booklet of children's writing - and some approaches to teaching it - to be produced by this College. Once again all the writing comes from children at the Churchlands Primary School and the lessons were taken by members of an elective group.
There are examples of work from grades four to seven.

Information was sought late in 1972 about problems encountered by teachers in schools with a fairly high proportion of Aboriginal children. For this purpose a questionnaire was designed to elicit information about the school situation, the surrounding community, enrolment, age and experience of the teaching staff and actual pedagogical problems encountered and methods of dealing with them. Another principle aim was to ascertain the extent to which the curiculum had been adapted to local situations and to determine what implications this might have for pre-service and in-service training.
