Children who are Deaf or Hard of Hearing (DHH) require much specialized instruction in order to successfully learn in school. Through my course of studies in the Education of the Deaf and Hard of Hearing program at Eastern Kentucky University, I was made aware that there is a shortage of teachers of the deaf in Kentucky, and that as a result many children who are DHH are being taught by teachers without specialized DHH certification. From its founding in 1792, the Commonwealth of Kentucky, compared with the states north of the Ohio River, followed a typically southern style of education. Before the Civil War a slave oligarchy controlled the political destiny of the state. After the Civil War, ironically because two-thirds of Kentuckians who fought in that war were on the Union side, the state became even more southern in many ways. Racism and segregation prevailed until the mid-1950s when the state began making rapid and successful strides to integrate its public and private schools. Decades worth of studies have documented the role of teacher training in identifying children with exceptional needs. Yet, none have investigated the differences between teacher training, teacher knowledge, and teacher roles in relation to the identification of twice-exceptional (2E) children. There is a need to understand the factors that affect teachers’ knowledge and abilities to identify 2E students, specifically during the early formative years [primary and middle grades] when identification commonly occurs. This dissertation is a phenomenological study of the effects of the turnaround process on a high school in rural central Kentucky. Data used for this study include interviews with teachers and archival materials such as school reports cards. Across Kentucky some forty-one schools have been identified as "priority schools" or persistently low-performing. As such, each one of them has been required to undergo changes in their daily instructional practices, procedures, and policies. Kentucky first drew national attention when its Supreme Court declared the entire system of schools to be unconstitutional in Rose v Council for Better Education, 790 S. W. 2d 186 (1989). The Rose case, argued by former Kentucky Governor Bert Combs, launched a third wave of school reform litigation based on both equity and adequacy as expressed in state constitutions (Day 2011, 2-4). The Common Core State Standards (CCSS) were developed by the Council of Chief State School Officers (CCSSO) and the National Governor’s Association in response to concerns about the poor performance of US students in comparison to students in other industrialized nations. A lack of understanding of the standards has led some to assume that any standards-based curriculum is going to focus on lower-level thinking skills and therefore impede critical and creative thinking. On February 11, 2010, in an unprecedented joint meeting, the chairs of the Kentucky Board of Education, the Council on Postsecondary Education, and the Education Professional Standards Board signed a resolution directing their respective agencies to implement the Common Core State Standards in English/language arts and mathematics. This act formalized Kentucky’s commitment to integrate the nascent standards into the state’s public education system – the first state to do so. High Schools located in Kentucky's rural Appalachian region have historically performed below average on national and state assessment instruments. These schools are located in a geographically isolated region with high unemployment, almost stagnant population growth and limited economic resources. Principals of these Kentucky Appalachian Schools are charged with raising student achievement and ensuring college and career readiness for all students in this challenging environment.

The 42-year career of M. A. Cassidy exemplifies the transition of public school leadership in Kentucky from non-educators who held religious-political ideologies to professional progressive educators who sought to make Kentucky schools more efficient through expertise and scientific management. This concept was fully adopted in Section 183 of the Kentucky Constitution (1891) which required the General Assembly to “provide for an efficient system of common schools throughout the state.” Confident that professional educators were best suited to devise solutions to social problems, and justified by the twin notions of equality of educational opportunity and meritocracy, Cassidy was part of a …

Berea College-Coeducationally And Racially Integrated: An Unlikely Contingency In The 1850s, Richard E. Day

In this paper we consider the anti-slavery ministry of Rev. John G. Fee and the unlikely establishment of Berea College in Kentucky in the 1850s; the first college in the southern United States to be coeducationally and racially integrated. The Berea case illustrates how early twentieth century legal institutions were suffused with racism and justifications for racial discrimination even to the extent that they neutered the laws intended to provide redress to black citizens, while the court approved of racial prejudice as a natural protection from what it considered to be an unnatural amalgamation.

Perceived Levels Of Confidence And Knowledge Of Autism Between Paraprofessionals In Kentucky Schools And Parents Of Children With Autism, Laura Nichole Baker

A total of 173 special education paraprofessionals and 49 parents of children with autism responded to a survey investigating perceived levels of confidence and knowledge of autism. The purpose of this study was to determine if paraprofessionals assigned to children with autism in Kentucky public schools were adequately trained, skilled and knowledgeable in their provision of services to children with autism. Parents scored significantly higher in their amount of autism knowledge when compared to paraprofessionals. Paraprofessionals were found to be significantly more confident in their ability to provide instructional support to children diagnosed with autism than were the parents. Results …

While it may be amusing to watch those in power above us blame each other and make excuses, in the end, it is disheartening. Those of us at the school level know that no matter who ultimately gets blamed, we're the ones who must be here for the children. We are reminded daily, there can be no excuses for failure. The legislature, the school board -- everyone -- must do his or her job, so that we can do ours.
