The Alignment Of The Budget Allocation Process To The Strategic Plan At A Liberal Arts University: A Case Study, Mccartney Johnson

The purpose of this qualitative study was to determine how a university aligns the budget allocation process to the strategic plan process. This case study was conducted at a four-year, liberal arts university in the southeastern part of the United States. The qualitative data was collected through personal individual interviews from a purposeful sample of administrators at the university who were knowledgeable about the budget allocation process and the strategic plan. Data were also collected through a document review from items publically accessible online and information received from the interviews.

With the increased use of performance funding in Tennessee and many other states, it is imperative that administrators strategically budget to meet performance outcome goals. The purpose of this study was to determine the relationship between technology planning and strategic planning in small private liberal arts colleges and universities that were members of the Appalachian College Association (ACA). The objective of the study was to determine if the technology initiatives were appropriately aligned to the institutional strategic plans. I sought to discover the perceptions of key administrators within the ACA institutions regarding their role in the planning processes at their institutions and to determine if the planning processes were effectively used as a tool for adequately communicating technology needs to their departments.

The purpose of this study was to determine how public two-year colleges in Tennessee internally budgeted and expended their unrestricted educational and general (E&G) funds from fiscal years 1988-89 through 1997-98. The primary focus was on the 14 Tennessee Board of Regents (TBR) community colleges and the internal allocation of expenditures by function from 1988-89 through 1997-98. A limited functional expenditure comparison was made with data from the National Association of College and University Business Officers' (NACUBO) comparative financial analysis for fiscal years 1993-94 and 1994-95 as well as with the Integrated Postsecondary Education Data System (IPEDS) survey for the …
