The purpose of this qualitative study was to explore the landscape of Competency-Based Education in institutions of higher education, and how these institutions have successfully implemented a new model into their existing structures. Interviews were conducted to explore the rationale, implementation strategies, and challenges at institutions involved in Competency-Based Education. Interviews were conducted with ten professionals who held positions in administrative roles, faculty roles, and sometimes both roles simultaneously. Current accountability trends in education require targeted strategic action planning (SAP) and school improvement planning (SIP). Data collected on student outcomes effectively informing SAP and SIP planning requires an understanding of relationships between internal classroom variables and external non-classroom variables of achievement. Statistical reports confirm that the female incarcerated population is not only increasing, but the frequency of mental disorders among this vulnerable population is accelerating. Women’s pathways to crime show that gender matters significantly in shaping criminality. The frequency of mental disorders among incarcerated females is much higher than that in the general female population; it is higher than that of incarcerated men. The purpose of the research was to investigate the leadership skills of rural Minnesota superintendents alongside the academic achievement of the school district. Through the correlates of school leadership espoused by Waters and Marzano, this research analyzed the leadership characteristics of the superintendents in those districts and the level of educational excellence achieved under them.
